Everybody wants a decent, well-paid and quality job. If you’re Black, Roma, Muslim, or a migrant from a non-EU country living in Europe, discrimination is a major obstacle when looking for a job and when being in a job.
This is why ENAR aisbl launched in 2009 the pioneering Equal@Work Platform. It brings together businesses, social partners, NGO’s, public authorities and academics committed to diversity and inclusion (D&I), to find solutions so that ethnic and religious minorities can fully participate in the labour market. These actors share best practices, explore innovative dimensions and engage in a constructive dialogue and co-creation to increase the recruitment, retention and career progression of ethnic minorities and migrants and to develop creative and cutting-edge approaches to D&I making solid business sense.
Due to the travel restrictions of the end of 2020, ENAR had to postpone its yearly seminar to 29-30 June. During our Equal@Work seminars, corporate members of the Equal@Work platform, public employers, academics, D&I consultants as well as anti-racist NGOs and experts come together to reflect collectively on how to improve the inclusion of racialised individuals within employment, from recruitment to pension. Each year we focus on a specific aspect and co-create a specific tool-kit designed to support HR and D&I managers to improve their HR policies and move towards increased inclusion of racial diversity in their organisation.
This year, our seminar and ensuing toolkit will focus on the issue of structural racism in the private sector. Many reactions in the aftermath of the murder of George Floyd have highlighted the low level of understanding of the concept of structural racism and related discriminations. ENAR and its partners have so far used a bottom-up approach to tackle structural racism, circumnavigating the conceptual debate (see for example our tool-kits on equality data collection, women of colour, refugees and migrants, mental well-being or the potential discriminatory impact of algorithms). The massive shift in the global debate about structural racism over the last year has finally opened a space to get deeper in the conversation within the private sector and connect many dots between theory and practice. Our seminar will therefore enable practitioners in furthering their understanding of the issue and reinforcing their conceptual compass to support the piloting of the deep structural and cultural changes that their organisations will have to undergo to move beyond the sole application of targeted measures and genuinely dismantle structural barriers to inclusion of racialised minorities. The seminar will reflect on current theory, identify gaps in existing tools and practices, learn from emerging good practices and contribute to co-create new processes and tools.
The consultant will support the ENAR Team to organise the seminar (concept note, programme, suggestion of speakers) and draft the toolkit/report based on the inputs of the seminar, existing ENAR publications, desk research and consultant’s expertise.
The seminar is expected to be presential (hybrid), in Brussels, on 29-30 June. The consultant is expected to attend the physical seminar to gather input. Facilitation will be ensured by ENAR. The toolkit should not be more than 20 pages-long and should be produced in the immediate aftermath of the seminar, with a first draft to be submitted by 31st July 2021.
ENAR will review the first draft by 20th August 2021 and the second and final version of the draft will have to be handed in by the consultant by 5th September 2021 latest.
A flat fee will be offered for these different elements.
Travel expenses and accommodation will be taken in charge by ENAR for the duration of the seminar.
