he Finance and Human Resources Manager is responsible for managing finances and all human resources procedures of the ESN Secretariat.

More specifically, this will include carrying out the following functions:

Finance

  • Work with the CEO on the development of the budget;
  • Manage the preparation of financial statements, invoices, and funding proposals;
  • Ensure that all financial transactions are properly authorised, coded and recorded within the assigned project’s budget, and making payments;
  • Booking of invoices, staff expenses and reimbursement of cash expenses;
  • Checking, filing and booking bank statements/petty cash accounts;
  • Preparing reports and downloading data from the accounting software (currently Popsi); supporting colleagues to understand and interpret the information and responding to their queries;
  • Manage the preparation of balance sheets, income and expense reports;
  • Identify and resolve invoicing issues and accounting discrepancies;
  • Assisting with the accounts closedown procedures;
  • Preparing for and being involved with institutional and project audits;
  • Review financial paperwork and procedures and make appropriate changes.

Human Resources

  • Administering human resources, including processing payroll, salaries and benefits and liaising with ESN’s social secretariat (currently Partena);
  • Acting as focal point for queries re human resources and researching answers where necessary to provide advice;
  • Supporting staff to prepare timesheets, prepare the allocation to the right budget and allocate costs per project;
  • Managing recruitment by preparing job descriptions, posting ads, managing the hiring process and issuing employment contracts;
  • Managing the induction process for new staff;
  • Managing the development and implementation of HR initiatives and systems;
  • Maintaining employee records according to requirements and employment conditions to ensure legal compliance.

Other management duties

  • Establishing and updating insurance requirements;
  • Managing relationship with the office’s landlord;
  • Ensuring compliance with legal registration requirements such as publishing information in the Belgian Gazette.

Other requirements

  • You might be required to represent ESN at external meetings and conferences (occasional European travel);
  • Developing good working relationships with ESN Members and external stakeholders (EU institutions, NGOs, private organisations, national governments).

This list of duties is not exhaustive and other tasks and responsibilities will be required of the post holder including any other duties commensurate with the post as requested by the CEO.

This is a full-time, office-based post constituting a Monday-Friday working week.

Person specification

This is a varied post which requires excellent organisational and communications skills.

Essential

  • Graduate degree qualification or equivalent;
  • English and second European language (preferably French/Flemish);
  • Finance and human resources experience (3 years);
  • Excellent oral and written communication skills in English;
  • Excellent organisational skills;
  • Excellent IT skills including word processing, database and spreadsheet skills;
  • Ability to work autonomously with little supervision;
  • Strong time management skills;
  • Ability to manage multiple tasks.

Desirable

  • Knowledge of accountancy;
  • Knowledge of HR procedures in Belgium.

Conditions

Initial salary is competitive and commensurate with experience. Starting salary will be between 3700€ -3900€. Additional benefits include travel reimbursement according to Belgium legislation, lunch vouchers and hospitalisation insurance.

Holiday allowance is 21 days plus bank holidays and four additional days over Christmas.

Staff also earn an additional day for every two years worked at ESN, up to a maximum of 5 days.

We support staff in their professional development. Opportunities for training are regularly discussed with the line manager, and we provide regular performance review with opportunities for further training in line with responsibilities.
