About the European Climate Foundation
The European Climate Foundation (ECF) was founded in 2008 as a major philanthropic initiative to help tackle climate change by fostering the development of a low-carbon society at the national, European and global level.
We support over 280 partner organisations to carry out activities that contribute to the public debate on climate action, drive urgent and ambitious policy in support of the objectives of the Paris Agreement and help deliver a socially responsible transition to a net-zero emissions economy and sustainable society in Europe and around the world.
Context of the role
Decisions made by the European Union in the next years will be decisive for global climate policy and the European transitions to climate neutrality. The EU Green Deal has the potential to help building a new social contract, create more cohesion across the EU and should ideally guide the economic recovery after COVID-19. Especially the next year will be crucial for EU solidarity overall but most concretely the success of the Green Deal and the role the EU is playing at the international level to drive global ambition in line with the Paris Agreement.
The Director - EU Institutional Relations Programme will build on the substantial resources, networks and partnerships the ECF has built in Brussels, as well as with colleagues across other member states and in ECF global programmes to develop a political will strategy and projects to enhance political support for the Green Deal and enhancing EU climate ambition in that context.
The ECF is looking for a talented, dynamic, experienced and strategic individual to help deliver a programme strategy that is promoting the Green Deal, also in an evolving political situation in response to COVID-19.
This position is currently limited for one year.
Key responsibilities
The Director EU Institutional Relations Programme will be responsible for developing and managing ECF’s projects and activities linked to building political will for the Green Deal and climate ambition at EU institutional level in line with and supportive of the ECF’s wider programmatic objectives. Responsibilities include:
- Working with the Executive Director for European Relations to develop a broad strategic framework for ECF’s engagement with the European Institutions, analyzing political developments to inform wider ECF strategies;
- Co-ordination and leadership of an EU institutions political will strategy to support EU the Green Deal;
- Preparation of budget projects and development/implementation of an effective grant- making strategy;
- Working closely with the Executive Director for European Relations and the ECF Country Programmes Team to develop joint approaches to support EU Green Deal, including developing and managing EU wide building political will projects where appropriate;
- Working closely with the ECF European Policy Team and other ECF programmes to ensure strong alignment of strategy and sharing of best practice and learning;
- Line management of staff;
- Maintaining strong relationships with external stakeholders and opinion formers in the European institutions to inform strategy and improve effectiveness;
- Maintaining relationships with grantees and other partners in Brussels and, where appropriate, in other countries to support strong collaboration and a creative shared approach to problem-solving;
- Engaging closely with ECF’s funders (incl. fundraising) and other members of the philanthropic community across Europe and elsewhere;
- Commissioning impactful research and convening stakeholders;
- External representation of ECF at stakeholder meetings and events.
Experience and competencies
- University degree or equivalent;
- At least 10 years of relevant professional experience;
- A deep understanding of the EU political and policy context on the Green Deal;
- A good understanding of EU and international politics and dynamics on climate change and energy;
- Excellent strategic thinker, with the ability to follow through with smart and adaptive implementation plans;
- Proven management and leadership skills;
- Strong networking skills that enable effective collaboration with a diverse group of partners, including many working outside the region in different cultural contexts;
- Excellent written and verbal communications in English, with the ability to crystallise complex issues into effective and readable strategy documents. The ability to speak other European languages is welcome;
- A genuine interest in the mission and values of the ECF.
