CEB Procurement Division is responsible for ensuring that procurement of projects is carried out in compliance with the Bank’s External Procurement Guidelines. CEB is looking for a skilled and dynamic Procurement Officer to join the Procurement Division to conduct project-related procurement activities by providing information and procurement advice to both CEB borrowers, beneficiaries and staff on procurement processes and internal and external rules that they need to follow in order to protect the Bank from reputational risks.

Roles and Responsibilities

  1. Works on all procurement matters related to projects financed by the CEB. In this context he/she works across all sectors of the CEB’s activities and is responsible for reviewing and dealing with the technical aspects of procurement at all stages of the project cycle;
  2. Prepares pre-review and post-review of procurement dossiers: conducts analysis of procurement documents provided by borrowers or beneficiaries (e.g. Regional Housing Project, Migrant and Refugee Fund), seeks clarifications from relevant stakeholders as and when required, conducts compliance checks with national legislation and conformity with CEB Procurement Guidelines, presents the No Objection results to the Head of Procurement Division for final clearance;
  3. Acts as principal or alternate procurement focal point within the Project Team for assigned projects from (pre)appraisal through the implementation phase. Contributes to the preparation of project-specific procurement assessments during (pre)appraisal and implementation. Conducts project-related missions in collaboration with other the Project Team members or alone to provide procurement advice and/or provision of training;
  4. Conducts benchmarking and research on country/borrower procurement assessments, drafts background analysis documentation and prepares draft concept notes on developing appropriate public procurement practices in the concerned project countries;
  5. Keeps abreast of changes or modifications in national procurement legislation and analyses the consequences for the borrower in the execution of the procurement activities under CEB financed projects. Prepares a summary of the changes and present those to the Procurement Division colleagues and Project Team members as and where relevant;
  6. Identify meaningful topics to share CEB’s knowledge and increase the visibility of the Bank in terms of training to borrowers. Develop content and material for trainings for delivery online or in person;
  7. Prepares statistics and reporting on external procurement activities, through the provision of regular inputs on own activities;
  8. Executes procurement procedures (e.g. for technical assistance) in line with the CEB corporate procurement guidelines.

Profile

Education:

  • University degree in a relevant field (e.g. Procurement, Supply Chain Management, Engineering, Business Administration or Law). Ten years of experience in a procurement or supply chain management function may be accepted in place of the required degree.

Experience:

  • Minimum five years of substantial experience working with MDBs and/or other international/bilateral aid agencies on procurement policies and procedures;
  • Solid understanding of public procurement principles including EU public procurement, procedures and their application in a project financing context;
  • Knowledge and significant experience of international best practice in construction tendering and contracting strategies would be an advantage;
  • Experience in (public) procurement (including tender preparation, offers evaluation and reporting), as well as in contract management, would be an advantage.

IT/Technical skills:

  • Advanced knowledge of Excel;
  • Knowledge of MS Office Suite programmes;
  • Expefience in using electronic archiving systems.

Communication and language skills:

  • Good capacity to deal with different points of views and to communicate on critical issues while remaining assertive in front of people with authority;
  • Good writing and strong presentation skills: can communicate, present and draft technical reports clearly, concisely and convincingly;
  • Excellent knowledge of English required, a good command of French would be an advantage;
  • Knowledge of another language of a CEB member country would be an advantage.
