HEADING: Procurement advice in support of social and environmentally impactful projects
SUBHEADING: (One year fixed-term contract), €75,600 + Benefits (exempt of French income tax)

Are you experienced in international procurement of public sector investment projects? Do you have experience working with development banks and/or other international/bilateral aid agencies on procurement policies and procedures, including tender preparation, offer evaluation and reporting? Then you can join the Procurement Division of a bank with a unique social mandate.

Established in 1956 and bringing together 41 member countries, the CEB is a multilateral development bank which finances and responds to emergency situations and actively enhances the living conditions of the most disadvantaged groups. The Procurement Division is responsible for ensuring that procurement of projects is carried out in compliance with the bank’s guidelines. By providing information and procurement advice to CEB borrowers and staff on procurement processes and rules, you will contribute to protect the bank from reputational risks.

To this end, you will provide advice related to all aspects of procurement at the different stages of the bank’s projects and ensure compliance with national legislations and CEB guidelines. You will contribute to country/borrower procurement assessments, prepare background analysis, and collaborate on developing appropriate public procurement practices. You will represent the Procurement Division in project-related missions and thrive to improve the procurement procedures and develop best practices and knowledge-sharing across the bank.

To join us, you will need:

  • An advanced university degree and minimum 5 years of relevant experience in international procurement of public sector investment projects;
  • Experience within any of the following sectors: health, social housing, urban or agriculture development, infrastructure, water management;
  • Solid understanding of public procurement principles including EU public procurement procedures and their application in a project financing context;
  • Excellent communications skills including the capacity to deal with different points of views while remaining assertive in front of people with authority;
  • Excellent knowledge of English and good command of French.
