Do you have expert knowledge of Turkey’s economic, political and social environment? Do you possess excellent analytical skills and deep understanding of capital instruments and markets? Then you can play a central role within the Projects Division of the Loans & Social Development Directorate of the Council of Europe Development Bank.

In this pivotal position, you will implement our loan and project financing policy and build relationships with potential borrowers and stakeholders in Turkey and other target countries. Notably, you will identify development projects to which we can add real value, analyse their technical, financial and environment aspects, and create detailed proposals and documents before negotiating contracts, managing disbursements and co-ordinating national authorities. This will give you a high level of autonomy and exceptional visibility, particularly as you will represent the CEB at a range of international workshops and conferences.

To take on this challenge, you will require:

  • A degree-level education in economics, social sciences or a related discipline;
  • Extensive experience in banking, project financing or financial management within a financial institution, international or development organisation or engineering, construction or consulting firm;
  • Deep understanding of financial statements, capital markets, lending practices and budget processes;
  • Good knowledge of project assessment, including technical requirements, legal issues, procurement rules and risk management;
  • Proven ability to draft technical financial documents that deliver real insight;
  • Full fluency in English, backed by some knowledge of French (or a commitment to learn);
  • Fluency in Turkish is a strong asset, as would experience of blending loans and grants.
