The European Food Safety Authority (EFSA), based in Parma, Italy is looking for a Data Officer (Contract Agent, Function Group IV)

EFSA is looking for scientists who wish to use their skills in an information-rich environment or data officers who are familiar with working in the scientific data ecosystem and can tailor IT solutions to support the scientific risk assessment process from data acquisition to data analysis and data publication.

In addition you will support the implementation of the requirements of the new Regulation on transparency and sustainability of the EU risk assessment in the food chain to ensure more transparency in EFSA’s scientific assessments for example through the establishment of a register of studies and proactive publication of studies used in EFSA’s assessments.

Your key responsibilities

  • Define methods and implement tools for data collection/collation/integration and data analysis for scientific assessments;
  • Support the development of a standardised framework for data collection, management and analysis (processes and procedures);
  • Work closely with Member State data providers, statisticians, working group experts and researchers to collect/collate data from a wide range of sources that is fit-for-purpose for risk assessments;
  • Support the development and management of suitable technical environments for hosting the data management and analysis framework, liaising with IT service providers;
  • Prepare data visualisations to provide insight into aspects of food and feed safety for risk managers, scientists and/or consumers;
  • Participate in working groups developing interoperability standards in food and feed safety;
  • Support scientific data governance and open data initiatives in alignment with the vision of data management in the organisation;
  • Define and manage/supervise contracts and procurements including monitoring procedures.

Salary and benefits

EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal.

The successful candidate will be recruited as Contract Agent Function Group IV with the basic salary starting from € 3.531,26 monthly, subject to an annual review of remuneration provided for in Article 65(1) of the Staff Regulations.

In addition to the basic salary, EFSA offers a range of benefits:

  • Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation;

WHAT ARE THE SELECTION REQUIREMENTS?

You must satisfy the following requirements on the closing date for submission of your application:

I. Eligibility criteria

1. General requirements

  • Be national of a Member State of the European Union, Iceland or Norway;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by laws concerning military service;
  • Be physically fit to perform the duties linked to the post;[1]
  • Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
  • Meet the character requirements for the duties involved.

2. Qualifications

  • A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma;[2]
  • In case you do not fulfil all the eligibility criteria, your application will not be taken into consideration.

II. Selection criteria

1. Technical competencies

  • Professional experience in evidence and data collection, validation and management, as well as statistical analysis of data, preferably gained in a scientific environment;
  • Professional experience in defining, developing and maintaining methodologies on data collection and management, i.e. identify, review and analyse existing methodologies and perform gap analysis; draft clear and concise guidance documents, manuals, technical specifications; maintain the data management framework;
  • Professional experience in defining data quality criteria and rules for data validation and assessment, contributing to the development of standards for data collection and related standard terminologies;
  • Professional experience in the use of statistical programming languages such as R, SAS or Python and data format languages such as XML, RDF and JSON.

The following is considered a plus:

  • Experience in managing scientific projects ensuring on-time delivery of project outputs.
