To strengthen our Economist team in Luxembourg we are looking for you to join EIB as our new Policy and Strategy Head of Division at the Economic Department.
This is a full-time position at grade 7.

Join our team as Policy and Strategy Head of Division at the Economic Department where you will be able to show leadership in translating economic research into EIB and EU strategic thinking; bring new ideas for European policymakers and lead a team of highly qualified economists.
The term of this contract will be 4 years.
Assessment Centres for selected applicants would take place by the end of February, beginning of March.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Policy and Strategy Division has the unique role of maximising the impact of the Economics Department of the EIB. It is in charge of assuring that the findings of economic research, and country and financial sector analyses, produced by the Department consistently feed into the EIB Group's policy discussions and its strategic and operational orientations.
Policy and Strategy Divison Division is also responsible for making result and impact assessments of EIB activities by means of the ReM (Results Measurement Framework for operations outside the EU), models for macroeconomic impact assessments of EIB and EFSI operations, microeconomic studies to assess the EIB operational impact, etc.
In order to accomplish its objectives, this Division is proactively involved in various cross-departmental and cross-institutional workstreams.
(As the Head of Policy and Strategy Division you will show leadership to maximise ECON's contribution in those workstreams, translating economic research into strategic inputs, bringing new ideas and assuring well-coordinated processes at the Department and Group levels. In coordination with the Director of the Economics Department, you will be in charge of setting up the work plan of the division and of leading, coordinating and guiding a team of highly qualified economists.)
The Economics Department provides impact-driven economic analysis to support the EIB in its operations. It provides analytical underpinnings to the EIB Group's global positioning, strategy and policy definition, both inside and outside the EU. It comprises three Divisions - Economic Studies, Country and Financial Sector Analysis and Policy and Strategy. It is part of the EIB's Secretariat General, which is responsible for the EIB's overall strategy formulation.
As Head of Policy and Strategy Division you will report to the Director of the Economics Department. You will lead a team of 10 economists, assuring that they maintain high standards and a service-oriented approach to delivery.
The Economics Department works with a matrix structure. Heads of Division coordinate projects on topics in their specific areas of competence, coordinating the work of staff who may be assigned to their own, or other, Divisions. This requires close collaboration between the three Heads of Division in setting priorities and work plans for staff. By being part of the managerial team of the Economics Department, the Head of Division for PS maintains a proactive and cooperative approach.
As Head of Policy and Strategy Division you will have your own network inside and outside the bank.
You will have direct responsibility for coordinating and cooperating with HoDs in other services within the bank, proactively translating economic research produced by the Department into actionable strategic input for the EIB.
You will also guide the process to enhance the EIB positioning in terms of impact assessment, with the necessary internal and external involvement.
You will also proactively engage in coordination meetings with other International Financial Institutions (IFIs) and counterparts, realigning internal EIB services in the process and maximising impact for the EIB in general.
