The Head of Project Management Office and Quality will report to the Chief Operating Officer and will have the following tasks and responsibilities:

Contribute to the development of the Agency as a whole and to the elaboration and implementation of its strategy;

Lead and manage a multi-site department by building and developing the team, defining priorities, promoting growth and engagement of staff;

Ensure the well-functioning of programmes/projects across all the activities of the Agency, including the build-up of transversal processes and practices and their implementation;

Develop and maintain relevant processes and tools, ensuring the coherency for project management activities and providing optimal support to the Agency with an emphasis on resources utilisation, and sound financial, technical and programmatic management;

Lead interactions with both internal and external stakeholders (European Commission, European Space Agency and industry) in the areas of responsibility of the Project Management Office and Quality Department, across the different activities;

Ensure industry compliance with established formal requirements for management, costs, schedule, risk-reporting and assets management;

Contribute to the risk management function by coordinating the identification and documentation of Programmatic risks, their impacts and proposing appropriate mitigation actions;

Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management;

Represent the Agency with external stakeholders for Project Management Office and Quality related matters, and maintain strong relationships with internal and external stakeholders;

Take on additional tasks as required in the interest of the service.

Note: Duties may evolve according to development of the Agency’s structure and activities, and management decisions.

Professional experience and expertise

- Proven team leadership and management experience;

- Experience in the technical tasks described above, in particular in an operational environment;

- Experience in building and maintaining relations with stakeholders in an international environment;

- Experience in financial, procurement and contract management;

- Excellent command of both written and spoken English;

Required competencies

- Motivation for the post;

- Excellent communication and negotiation skills;

- Excellent collaborative interpersonal and leadership skills, including ability to empower others;

- Ability to handle pressure in demanding situations.
