ABOUT THE JOB

EUSPA Security Authority is looking for an officer who will be responsible for the preparation of the security governance and accreditation of the different Components of the Space Programmes (Galileo, EGNOS, GOVSATCOM, SSA/SST, etc.). The officer will report to the Head of the Security Authority Department or one of his assignees and will have the following main tasks and responsibilities:

  • Contribute to the Programmatic Security risk assessment and management, through the preparation of EUSPA contribution to the security governance of the different Components of the Space Programmes (Galileo, EGNOS, GOVSATCOM, SSA/SST, etc.) such as:
  • General Security Requirements;
  • System and Service Security Requirements;
  • High Level Description – security (HLD-x);
  • Mission Requirements Document - security (MRD-x);
  • Define the Space Programme component security accreditation process by establishing the Security Accreditation and Certification Plan (SACP) and support its implementation;
  • Follow up on the Security Risk Assessment and management of the identified security risks;
  • Coordinate the implementation of the Accreditation strategy with the SAB Secretariat and other stakeholders (European Commission, European Space Agency, Member States Authorities, Agency’s contractors, etc.);
  • Coordinate the preparation process for the security accreditation of the sites hosting infrastructure of the Space Programme Components;
  • Provide support and represent the Agency to the relevant fora (e.g. Boards, Working Groups, etc.) established by the European Commission;
  • Coordinate the reporting to the Security Accreditation Board of the Space Programme.

For the performance of the tasks, the jobholder will liaise with other departments of the Agency (in particular the operational department in charge of the management and exploitation of the different Space Programme Components), but also with other stakeholders like the European Commission, European Space Agency, Member states’ authorities and Agency’s contractors.

The job holder will liaise also with EUSPA departments in the area of Administration to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
  2. In addition to the above, appropriate professional experience of at least nine years after obtaining the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway

 

SELECTION CRITERIA

Professional experience and expertise

  1. Knowledge of the security aspects of the EU Space Programme or other large-scale programme with significant security aspects;
  2. Experience in security accreditation processes;
  3. Experience in security engineering activities, in particular experience related to space or complex projects;
  4. Possession of relevant certifications (e.g. CISSP, GIAC, ISO 27000, ISACA);
  5. Previous experience in handling EUCI, having a valid Personnel Security Clearance at the level of SECRET UE/EU SECRET or above will be considered an asset;
  6. Experience in financial, procurement and contract management;
  7. Excellent command of both written and spoken English;
