ABOUT THE JOB

We are looking for a Performance Officer for the GRC who will be involved in all activities within the mission of the Centre to elaborate and implement GNSS service and signal performance monitoring, and will have in principle the following tasks and responsibilities:

  • Contribute to the management of GRC operations and activities:
  • Ensure GRC operations, routine and ad-hoc technical performance assessments related to Galileo and EGNOS service performance commitments and signals interoperability, and compatibility with other systems;
  • Contribute to the monitoring of the European GNSS services consistent with the Service Operations Procedures;
  • Analyse in-service performance degradations in order to identify the origins of problems and propose recommendations for corrective measures, in liaison with relevant stakeholders;
  • Generate Public Regulated Services reference products (orbits, clocks, biases), prepare PRS navigation reports and carry out performance investigations of PRS navigation service related issues, in coordination with PRS service manager and Galileo Security Monitoring Centre;
  • Contribute to the operational validation of the GRC reference products (e.g. satellite orbits and clocks, instrumental biases, global ionospheric maps);
  • Coordinate with other EUSPA sites on the complementarity of missions;
  • Liaise with the European Commission and European Space Agency regarding performance monitoring aspects of the Galileo services and with other entities and stakeholders: Member-States, European Union Aviation Safety Agency, EUROCONTROL, service providers (e.g. International GNSS Monitoring Assessment Taskforce activities under the UN’s International Committee for GNSS);
  • Represent EUSPA in the relevant boards as necessary (including but not limited to Change Control Boards, Anomaly Review Boards, Acceptance Review Board);
  • Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial and budget management, risk management;
  • Support the department in any other tasks, as necessary.

The GRC Performance Officer will be required to be on “on call” duty. To that extent, the necessary training will be organised by EUSPA.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to completed university studies of at least three years attested by a diploma
  2. Appropriate professional experience of at least three years after having obtained the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway

 

SELECTION CRITERIA

Professional experience and expertise

  1. University degree in the exact sciences, preferably in engineering, physics, mathematics or computer science;
  2. Knowledge (by training and/or experience) of radio-navigation satellite systems and/or receivers;
  3. Experience in space programme(s) and/or knowledge of navigation, earth observation or telecommunication space programmes;
  4. Knowledge and/or experience in one or more of the following fields: data processing, receivers, signal design, operating complex systems, descriptive and inferential statistics, including hypothesis testing, authentication and encryption techniques;
  5. Experience in financial, procurement and contract management;
  6. Excellent command of both written and spoken English;
