ABOUT THE JOB

We are looking for a new colleague to join the transversal and multi-disciplinary team of Operations Analysts supporting the Security Monitoring, Cyber and PRS Access management operations, the application of the Council Decision (CFSP) 2021/698 and the provision of PRS and Security expertise/analysis to stakeholders, in particular to MS CPAs.

The Operations Analyst will report to the SOM Operations Manager and will have the following main tasks and responsibilities:

  1. Under Service Operations:
  • Ensure the organisation of SOM operations, including schedules, availability of operators, availability of infrastructure and GSMC business continuity planning in coordination with other EUSPA teams;
  • Ensure the provision of PRS access services to the Competent PRS Authorities (CPAs) as per PRS SDD, the execution of PRS operations and the security monitoring of the Galileo system PRS Signal in Space;
  • Initiate investigation of incidents, raising observations and anomaly reports as well as attend and chair the Anomaly review boards, including Ad-Hoc ARBs as required;
  • Support the provision advice to Member States on the operation of the PRS (including on how to achieve their goals) as well as to external stakeholders such as European Institutions;
  • Analyse GSMC/Galileo System operational data and contribute to reporting to internal and external stakeholders;
  • Conduct studies and trend analysis on the GSMC operations or service provision, to support the lessons learnt and improvement processes;
  • Manage contracts providing operational support, outsourced operations or operations engineering support, including drafting the terms of reference and the management of contract execution;
  • Act as the project officer for external support work packages designed to enhance the GSMC’s capability.

      2. Under Service Transition:

  • Support the conception and execution of Service Validation campaigns and system migrations for new Galileo Infrastructure releases and contribute to the validation of other GSMC core services;
  • Support the development and optimisation of SOM operational procedures, processes, service operation organisation and training plans;
  • Support the GSMC Operations, Service and Configuration Review Boards;
  • Work closely with the SOM teams and other EUSPA teams for defining operational requirements and service definition documents.

      3. Contribute to the Agency as a whole:

  • Contribute to the development and implementation of the multi-site Agency approach and the consolidation of SOM operation developing synergies with the GRC;
  • Liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

The Operational Analysts will be required to be part of the on “on-call” duty team and might be requested to work also on shifts. This is expected to be activated only during crisis periods and when additional front-line operators are not available.

To that extent, the necessary training will be organised by EUSPA and the GSMC Operational Analyst will have to pass the relevant operational training and evaluations for both roles in order to remain qualified for the post.

Place of employment:

The jobholder initial place of employment will be Saint-Germain-en-Laye. However, frequent missions and possible temporary detachment to GSMC Backup site (Madrid, Spain) or GRC (Noordwijk, The Netherlands), and occasional travel to Brussels (Belgium) and Prague (Czech Republic) and other locations may be required for this post.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to completed university studies of at least three years attested by a diploma
  2. Appropriate professional experience of at least three years after having obtained the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway      

 

SELECTION CRITERIA

Professional experience and expertise

  1. University degree in a relevant field (e.g. engineering, physics, mathematics or other exact sciences);
  2. Experience in Service Provision (monitored through Key Performance Indicators);
  3. Experience in assisting users to define their needs and in providing advice to achieve their objectives;
  4. Experience in managing 24/7 operations teams or in the execution of 24/7 operations;
  5. Knowledge and experience in the coordination and execution of security and/or aerospace operations within complex technical programmes;
  6. Experience in handling European Union Classified Information (EUCI) or National Classified Information, and preferably holding Personnel Security Clearance at or above SECRET UE/EU SECRET level;
  7. Technical experience with the Galileo Programme, preferably related to Galileo PRS and Security monitoring;
  8. Experience in financial, procurement and contract management;
  9. Excellent command of both written and spoken English;
