ABOUT THE JOB

The Crypto Custodian & Deputy Registry Control Officer has an essential role in the CSO, as well as in the SAU Department and the EUSPA Headquarters (HQ) as a whole. He/she will be responsible for ensuring all measures necessary for the physical security, setup and operations of all COMSEC items within his/her account, as well as for supporting the Crypto Authority team in the management of crypto items.

The main tasks and responsibilities related to the role of Crypto Custodian will be:

  • Manage (safeguard and control) all accountable crypto material in his/her custody and account;
  • Keep the inventory of the COMSEC items received, for his/her custody and further distribution, whilst verifying and assuring the integrity of the seals of envelopes and parcels;
  • Verify the implementation of the minimum-security measures in accordance with the relevant security requirements needed for the safe custody of the COMSEC items for which he/she is responsible;
  • Perform periodic inventories of the COMSEC items under his/her responsibility, as per the EUSPA COMSEC policy;
  • Report immediately any security breach, compromise or potential compromise of the COMSEC items under his/her responsibility and support investigation of breaches/compromises of COMSEC items;
  • Distribute the COMSEC items to internal users according to the EUSPA COMSEC Policy and the EUSPA HQ standard operating procedures (SOPs);
  • Distribute the encryption keys for EUSPA HQ;
  • Ensure that all COMSEC transfers involving the EUSPA HQ are properly performed, recorded and all the items are packed in accordance with the defined transportation plans when arriving;
  • Draft the transportation plans for COMSEC transfers and act as a courier, when required;
  • Update and maintain the EUSPA HQ crypto account SOPs;
  • Act as a backup for other posts of the CSO and/or Local Security Office (LSO) in relation to security;
  • Contribute to business continuity plans of the EUSPA HQ and Security Risk management activities;
  • Participate in working groups related to the post duties;
  • Support the quality management system of the EUSPA for what concerns the activities related to the SAU department;

The main tasks and responsibilities related to the role of Deputy Registry Control Officer will be:

  • Maintain the registry of EU Classified Information (EUCI) by ensuring that (re)production, receipt, dispatch, archiving and disposal of every copy of each document (e.g. paper, disks, CD ROMs) marked CONFIDENTIEL UE/EU CONFIDENTIAL and above are recorded in the register;
  • Maintain a database of classified documents (CONFIDENTIEL UE/EU CONFIDENTIAL and SECRET UE/EU SECRET) and enforce the access rules;
  • Guarantee the assignment, packaging, distribution disposing and archiving of classified documents is pursuant to European Commission’s Security Rules for Management of Classified Information (Commission Decision (EU, Euratom) 2015/444), EUSPA Security Rules and other relevant legislation;
  • Assist other team members during security inspections and investigations;
  • Contribute to the security training/awareness briefings and advise staff on handling of EUCI.
  • Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management, when required;

The jobholder shall be available for regular on-call duties outside normal working hours (availability by phone with readiness to come back to the site within predefined elapsed times that will be established to meet operational external requirements). The duties associated with such ‘on-call’ shall be of a nature similar to those of the main duties of the post, but will also include a wider set of activities aimed at ensuring the security and technical availability of the site focussing on feared events and their related initial reaction procedures.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to completed university studies of at least three years attested by a diploma
  2. Be a national of a Member State of the European Union, Iceland or Norway      
  3. Have a thorough knowledge of one of the languages of the European Unionand a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties

 

SELECTION CRITERIA

Professional experience and expertise

  1. Proven experience relevant to the described tasks and responsibilities, in particular in management of sensititve assets/goods registries requiring a rigorous custody and tracking (e.g. Crypto Accounts and/or Classified Information Registries);
  2. Proven experience in security practices and procedures, especially in handling classified material;
  3. Previous training and experience related to Crypto Custodian or Registry Control Officer position will be considered an advantage;
  4. Valid Personnel Security Clearance Certificate at or above the SECRET UE / EU SECRET (or equivalent) level will be considered an advantage;
  5. Experience in financial, procurement and contract management;
  6. Excellent command of both written and spoken English;
