ABOUT THE JOB
The Registry Control Officer (RCO) has an essential role in the CSO, as well as in the SAU Department and the EUSPA Headquarters (HQ) as a whole. The RCO will support the management of the overall EUSPA security, including physical security, document security and personnel security in compliance with the relevant legislation.
The jobholder will be entrusted with the following tasks and responsibilities (or relevant subset):
- Maintain the registry of EU Classified Information (EUCI) by ensuring that (re)production, receipt, dispatch, archiving and disposal of every copy of each document (e.g. paper, disks, CD ROMs) marked CONFIDENTIEL UE/EU CONFIDENTIAL and above are recorded in the register;
- Establish a database of classified documents (CONFIDENTIEL UE/EU CONFIDENTIAL and SECRET UE/EU SECRET) and enforce the access rules;
- Guarantee the assignment, packaging, distribution, disposing and archiving of classified documents according to the European Commission’s Security Rules for Management of Classified Information (Commission Decision (EU, Euratom) 2015/444), EC Security Notices applied by the EUSPA and EUSPA Security Rules;
- Periodically conduct an inventory of classified documents, which may require its reclassification and destruction;
- Contribute to the security training/awareness briefings and advise staff on the handling of EUCI;
- Support the maintenance of the legal framework for, and the transfer of, the EUCI needed by the EUSPA;
- Support the development and the maintenance of EUSPA contingency and business continuity plans;
- Ensure that good security practices are operated at all times in the EUSPA, working closely with the LSO, the Security Support Officer (SSO), the Local Information Security Officer (LISO) and with the SAU Department teams in resolving potential security issues;
- Assist, in conjunction with the LSO and SSO, with internal security investigations and reporting on security violations and other security events/incidents within the EUSPA;
- Support the other EUSPA personnel in preparing and implementing the EUSPA Information Security Management System, as defined by the ISO standard 27001;
- Support the quality management system of the EUSPA regarding the activities related to the SAU Department;
- Act as a Deputy Crypto Custodian, providing support/back-up to crypto tools and keys registration, distribution and generation;
- Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management, when required;
- Carry out other related tasks as requested by the management.
The RCO may act as a backup for any other post of the CSO and/or LSO in relation to security, and shall be also available for regular on-call duties outside normal working hours (availability by phone with readiness to come back to the site within predefined elapsed times that will be established to meet operational external requirements). The duties associated with such ‘on-call’ shall be of a nature similar to those of the main duties of the post, but will also include a wider set of activities aimed at ensuring the security and technical availability of the site focusing on feared events and their related initial reaction procedures.

MINIMUM QUALIFICATION
The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:
- Have a level of education which corresponds to completed university studies of at least three years attested by a diploma
- Be a national of a Member State of the European Union, Iceland or Norway
- Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
SELECTION CRITERIA
Professional experience and expertise
- Proven experience in handling classified information;
- Proven experience relevant to the described tasks and responsibilities, in particular experience in handling classified material and contributing to security awareness and training;
- Training and experience in the field of activities of a Registry Control Officer;
- Experience in handling COMSEC/CRYPTO issues;
- Valid Personnel Security Clearance Certificate at or above the SECRET UE / EU SECRET (or equivalent) level will be considered as an advantage;
- Experience in financial, procurement and contract management;
- Excellent command of both written and spoken English;
