ABOUT THE JOB

We are looking for a Facility Specialist who will support the different teams of the EUSPA in the facility and logistics area and partially also in the physical security area. The jobholder will report to the Head of Department or his/her Deputy.

The jobholder will be entrusted with the following main tasks and responsibilities:

  • Manage a small team composed of external contractors and to deputise the Facility Manager when necessary;
  • Manage directly the execution of a Facility Management Support contract or other relevant contracts with an external contractor for the provision of services like building and equipment maintenance, cleaning, moving services, etc.;
  • Liaise directly, verbally and in writing, with the building owners and local suppliers, coordinate deliveries and logistics activities;
  • Ensure that all building systems and facilities (e.g. heating, ventilation, air-conditioning, power generators, safety installations, and security installations) are operating with the optimal performance, availability and reliability; according to the technical specifications, operating procedures and security regulations;
  • Ensure that the system and process documentation is accurate, complete and up-to-date;
  • Participate in projects related to the facilities and logistics operations, especially the new headquarters (HQ) project in phases of preparation and start-up;
  • Cooperate with the Central Security Office in the area of physical security systems and installations, including their integration with safety systems and building management systems;
  • Support procurement and contract management regarding the supply of material, equipment and services and ensure periodic renewals of contracts (in collaboration with the procurement officers and the various suppliers);
  • Manage a stock of purchased material and equipment including office supplies;
  • Support the organisation of meetings both in the EUSPA premises and outside;
  • Manage postal, relocation and express post services; manage internal (within a building) and external removals (between sites);
  • Ensure, via the common ITF helpdesk, in collaboration with ICT Operations, direct assistance to the end users – troubleshooting, advice, request fulfilment;
  • Ensure on-call availability of assistance in case of incidents in the building outside business hours;
  • Ensure smooth integration of newcomers into the operating environment, in the area of facilities and safety in cooperation with ICT and security support;
  • Provide safety support, in cooperation with the external Health & Safety Adviser;
  • Liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

Furthermore, the Facility Specialist will also contribute to other tasks of the ITF department.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to:
  • post-secondary education attested by a diploma,

OR

  • secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of at least three years
  1. Appropriate professional experience of at least nine years after having obtained the required level of education specified above
  2. Be a national of a Member State of the European Union, Iceland or Norway

 

SELECTION CRITERIA

Professional experience and expertise

  • Facility related technical knowledge by training or experience;
  • Knowledge by training or experience of detailed practices for asset management;
  • Certification in occupational health and safety (OHS) risk prevention;
  • Strong background in physical security (e.g., access control system, intrusion detection, CCTV, technical security evaluation and projects management) and experience from an environment with a formal security accreditation for processing classified information;
  • Experience in managing a team (staff members or contractors), preferably in an international environment;
  • Experience in financial, procurement and contract management;
  • Excellent command of both written and spoken English and Czech;

Required competencies

  • Motivation;

  • Excellent negotiation skills;
  • Ability to deliver accurate work under pressure, organise workload and prioritise tasks.
