ABOUT THE JOB

We are looking to recruit a System Engineer who will actively contribute to the definition and implementation of evolutions of the infrastructure providing EU space services (civil and governmental) in the different EU space components (Galileo, EGNOS, GOVSATCOM, SST, etc.).

The successful candidate needs to possess excellent organisational skills and a strong team spirit. He/she will be expected to carry out the following main tasks and responsibilities:

  • Analyse and understand the mission and service baseline as well as the system infrastructure technical baseline prepared by the System Prime (either EUSPA or European Space Agency (ESA));
  • Act as a system infrastructure Technical Authority;  
  • Prepare infrastructure and hosting definition activities (including technical assessments, feasibility analyses and related studies and trade-offs);
  • Follow up on the system infrastructure and hosting development, deployment, qualification activities under EUSPA and ESA contracts and handover to operations;
  • Assess the suitability of the proposed technical solutions and qualification logic, including the completeness and quality of the qualification dossier;
  • Support the hand-over and acceptance of the infrastructure to the operations;
  • Assess the compatibility with service continuity needs and service implementation roadmap (in terms of schedule and target capability);
  • Handle anomalies with definition of the corrective and maintenance releases;
  • Lead the system infrastructure obsolescence monitoring;
  • Maintain and update the Statement of compliance to infrastructure requirements under EUSPA responsibility, and contribute to maintain the Statement of compliance to the mission and service baseline;
  • Assess the impact of requests for deviation and waivers issued by infrastructure developers and identify suitable mitigation actions;
  • Contribute to the identification of service risks and the elaboration and follow-up of suitable mitigation actions;
  • Participate to the Service/System/Projects Reviews and Boards as appropriate;
  • Coordinate the work of contractors in support of the above activities;
  • Contribute to procurements, contracts and grants (e.g. studies, developments, industrial expertise) in support of the above activities;
  • Liaise with Programme stakeholders (European Commission, ESA, others);
  • Contribute to internal reporting, and reporting to stakeholders on the status and progress of the activities;
  • Provide technical advice according to his/her domain of expertise and contribute to any other tasks of the Department, as necessary;
  • Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management;
  • Contribute to other Agency activities as necessary.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to completed university studies of at least three years attested by a diploma
  2. Appropriate professional experience of at least three years after having obtained the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway      
  4. Be physically fit to perform the duties linked to the post

 

SELECTION CRITERIA

Professional experience and expertise

  1. Experience in system and/or ground segment engineering, verification and qualification activities;
  2. Experience in development of infrastructure evolutions, preferably space-based;
  3. Experience in project management;
  4. Experience in financial, procurement and contract management;
  5. Excellent command of both written and spoken English;

Required competencies

  1. Motivation;
  2. Excellent communication skills;
  3. Ability to work with others, particularly in cross-functional teams;
  4. Ability to deliver accurate work in demanding operational environment, organise workload and prioritise tasks.
