Job Description

The European Union Agency for the Space Programme (EUSPA) is an operational EU Agency that provides safe and secure European satellite navigation services, promotes the commercialization of Galileo, EGNOS, and Copernicus data and services. It also coordinates the EU’s forthcoming governmental satellite communications programme GOVSATCOM. The Security Operations and Monitoring Department (SOM) will undertake security operations and monitoring activities at both GSMC sites and at GRC; and will ensure the operational readiness of the corresponding operational teams and infrastructure, with the support of teams from other departments deployed in sites, to ensure the daily effective implementation of the Security Operations and Monitoring function.

The GSMC (Galileo Security Monitoring Centre) is an integral part of the Galileo infrastructure responsible for monitoring and responding to security threats and alerts, and the overall operational status of system components. For Public Regulated Services (PRS), the Centre is the Access management interface with governmental entities. The GSMC also supports the EEAS on the security of systems and services deployed, operated, and used under the Union Space Programme which may affect the security of the Union under the Council Decision (CFSP) 2021/698 of 30 April 2021.

The GRC (Galileo Reference Centre) provides independent monitoring and assessment of Galileo service provision performance, contributes to investigation and provides expertise in case of service degradation and integrates data coming from the Programme Member-States.

The GSMC and GRC sites are located in the EU:

• GSMC Master site – Saint-Germain-en-Laye, France;
• GSMC Backup site – San Martín de la Vega, Community of Madrid, Spain;
• GRC – Noordwijk, The Netherlands.

The place of employment for this position is Saint-Germain-en-Laye, one of the more affluent suburbs of Paris. With its historic museum and impressive castle, the city is less than 32 kms from romantic Paris and even less from the football stadium Parc des Princes, the home of Paris Saint-Germain club.

Qualifications We Are Looking For

The Deputy Head of SOM department (SOM DHoD) will be the designated deputy of the head of department for all the tasks related to the department’s management, and acting on his/her behalf on a day-to-day basis in case of need. SOM DHoD will ensure permanent coordination within the department and with the other teams and departments of the Agency to ensure implementation of defined interfaces and KPIs.

The jobholder will have the following main tasks and responsibilities:

• In the domain of department’s management:
  • Ensure internal coordination within the department and with other teams deployed at the centres including implementation of the stand-by organisation and teams;
  • Coordinate operational activities between and within the 3 sites of GSMC and GRC;
  • Contribute to various administrative processes (Legal & Procurement, Human resource management, Finance, IT and facility management) and corporate management processes (Corporate Quality and Product Assurance);
  • Prepare and supervise department’s contributions to tasks related to audits, IT Steering Committee, corporate risk management, product assurance, quality (incl. lessons learnt) and certification processes;
• In the domain of operations and services, prepare and supervise service transition activities performed at the centres, and to support service managers for the validation of new services and definition of future services;
• In the domain of security, deputise for the SOM HoD in the day-to-day supervision of the tasks related to security of the sites and the activities;
• In the domain of engineering, ensure coordination between SOM teams and the other departments responsible, for instance in deployment and L2/L3 maintenance activities;
• In the domain of hosting services, coordinate with other teams to ensure in-time readiness of the buildings and premises;
• In the domain of site management, deputise for HoD as GSMC-FR site manager;
• Liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

The jobholder will contribute to Agency’s management and strategic orientations by representing the department in boards and meetings on behalf of HoD in case of need within the EUSPA or on behalf of EUSPA with other stakeholders (e.g. EUSPA Admin board, Security Accreditation panel and board, Space Programme Committees, European External Action Service, European Space Agency).

As designated Deputy of HoD, the jobholder will coordinate on management continuity with HoD to ensure permanence of the operational chain of command.

The jobholder will contribute to the development and implementation of the multi-site Agency approach and culture (incl. HQ, GRC, GSC, GSMC sites).

Frequent missions and possible detachment to GSMC Backup site (Madrid, Spain) or GRC (Noordwijk, the Netherlands), and occasional travel to Brussels (Belgium) and Prague (Czech Republic) and other locations are foreseen for this post.

Recruitment Process

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more
   OR
   A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
2. In addition to the above, appropriate professional experience of at least nine years after obtaining the required diploma
3. Be a national of a Member State of the European Union, Iceland or Norway
4. Be entitled to his or her full rights as a citizen
5. Have fulfilled any obligations imposed by the applicable laws concerning military service
6. Meet the character requirements for the duties involved
7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
8. Be physically fit to perform the duties linked to the post
