Job Description

The European Union Agency for the Space Programme (EUSPA) is an operational EU Agency that provides safe and secure European satellite navigation services, promotes the commercialization of Galileo, EGNOS, and Copernicus data and services. It also coordinates the EU’s forthcoming governmental satellite communications programme GOVSATCOM. A core task for EUSPA is security of the EU Space Program. The Security Authority (SAU) Department proactively contributes to the fulfilment of the missions of the Agency by providing the security expertise in order to (1) ensure that the components of the Space Program are defined, implemented and exploited securely, (2) achieve successful security accreditation of the components of the Program, (3) ensure a wide, secure and sustainable use of the services provided by the different components, (4) ensure the protection of classified information’s.

The current vacancy is for a position situated at the Agency’s headquarters in the heart of Europe – Prague – with excellent connection to numerous major European cities. The capital of the Czech Republic, in the banks of the Vltava River, is famous for its cultural life, renowned musical life, historic buildings, magical bridges, and recognized museums and monuments.

Qualifications We Are Looking For

We are looking to recruit a team leader of the Local Security Office at the Agency Headquarters (HQ). In collaboration with the EUSPA Central Security Office and the whole Security Authority Department, the jobholder will ensure the overall site access control and protection of European Union Classified Information (EUCI) in line with European and national legislations. The job holder will have a functional link with the Central Security Office of the Agency.

The Local Security Office Team Leader will be entrusted with the following main tasks and responsibilities:

  • Manage a team of security professionals in local physical security, guarding, registry control and communications security (COMSEC);
  • Ensure and maintain the necessary local security measures, necessary for protection of EUCI and assets present on site, in compliance with the EU, Agency’s and national regulations, policies and best practices;
  • Manage security incidents (and relevant registers) related to breaches of security and compromise of EUCI, including cooperation with EU security entities as and when necessary and performance of security audits and follow-up;
  • Ensure the establishment, maintenance and follow-up of security procedures jointly with the relevant local security authorities regarding the use and access policies of any security related systems (e.g. access control systems, CCTV monitoring systems, badges, classified areas, etc.);
  • Ensure security-related trainings, certification, support and control of all persons at the EUSPA HQ site;
  • Contribute to the compliance of the Agency with national and organisational health and safety rules;
  • Monitor and manage contracts and procurements and related specifications and budgets in the local security domain;
  • Ensure closest links with the EUSPA Central Security Office and participate, on request, in corporate security tasks, supporting the security unified Agency’s approach;
  • Ensure regular coordination with the other local security offices of the Agency;
  • Liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

The Local Security Office Team Leader may also act as a backup for other posts of the Local Security Office in relation to security, in particular those of Local Security Officer, Registry Control Officer and Crypto Custodian and may support the activities of the Central Security Office.

The Local Security Office Team Leader shall be available for regular on-call duties outside normal working hours (availability by phone with readiness to come back to the site within predefined elapsed times that will be established to meet operational external requirements). The duties associated with such ‘on-call’ shall be of a nature similar to those of the main duties of the post, but will also include a wider set of activities aimed at ensuring the security and technical availability of the site focussing on feared events and their related initial reaction procedures.

The above tasks and responsibilities will be conducted in English language.

Recruitment Process

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
  2. In addition to the above, appropriate professional experience of at least six years after obtaining the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway
  4. Be entitled to his or her full rights as a citizen
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service
  6. Meet the character requirements for the duties involved
  7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
  8. Be physically fit to perform the duties linked to the post
