The European Union Agency for the Space Programme (EUSPA) is an operational EU Agency that brings together colleagues from a broad array of different backgrounds and expertise all contributing to one of the most important and ambitious projects ever undertaken by the EU. The advertised opening is for a position situated at the Agency’s headquarters is situated in the heart of Europe – Prague – with excellent connection to numerous major European cities. The capital of the Czech Republic, in the banks of the Vltava River, is famous for its cultural life, renowned musical life, historic buildings, magical bridges, and recognized museums and monuments.

EUSPA provides safe and secure European satellite navigation services, promotes the commercialization of Galileo, EGNOS, and Copernicus data and services. It also coordinates the EU’s forthcoming governmental satellite communications programme GOVSATCOM. The current vacancy is for an opportunity in the Service, System & Security Engineering Department which has the mission to ensure the Agency’s technical leadership on all matters related to system infrastructure, service and security engineering. This is ensured, among other things, through the establishment of an Engineering Centre of Competence acting as internal provider of tasks and results not only to the various space programmes (EGNOS, Galileo, Secured Communications) but also to the market downstream and innovation activities, security operations and monitoring, security authority and Information and Communications Technology and Facility (ITF) Management as required.

Qualifications We Are Looking For

EUSPA is already a key player of the EU initiatives to develop system and user standards necessary for space services such as EGNOS and Galileo and their evolutions (e.g. ARAIM, authentication) to be implemented and adopted in market segments such as aviation, maritime and rail. Now, we are looking for a proactive engineer with a solid background in space technologies, to build the standards that will enable the use of the upcoming European space-based services and applications in regulated markets. (e.g. automotive, search and rescue, GBAS, secured communications).

The jobholder will be entrusted with the following main tasks and responsibilities:

  • Elaborate and maintain the standardisation plan for the EU space-based services, coordinating EUSPA’s activities with those of the European Commission and other relevant EU stakeholders such as the European Space Agency, EASA, EUROCONTROL and the EGNOS Service Provider;
  • Contribute to the establishment of operating concepts with the user community, defining typical equipment applications and operational goals, then develop and maintain the associated user segments requirements (e.g. EGNOS and Galileo Minimum Operational Performance Specifications);
  • Drive the standardisation of the EU space-based services and associated receivers within the different user communities and standardisation fora (including in particular EUROCAE/RTCA, IALA, RTCM/IEC, and interfacing with the ERTMS User Group);
  • Support the representation of EGNOS and Galileo Programmes in ICAO and IMO, in coordination with the European Commission;
  • Specify, procure and follow up on contracts and grants in support of the standardisation work (e.g. expert support, studies, prototyping);
  • Coordinate the work of contractors supporting the above activities;
  • Contribute to internal reporting, and reporting to stakeholders on the status and progress of the activities;
  • Liaise with other EUSPA departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management;
  • Contribute to any other tasks of the department, as necessary.

Recruitment Process

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
  2. In addition to the above, appropriate professional experience of at least six years after obtaining the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway
  4. Be entitled to his or her full rights as a citizen
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service
  6. Meet the character requirements for the duties involved
  7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
  8. Be physically fit to perform the duties linked to the post
