The current vacancy is for an opportunity in the Galileo Exploitation Programme Department which, in coordination with other departments of the Agency, ensures the continuous provision of the services provided by Galileo. The department develops new Galileo services enabling new applications and ensures the proper management, operation, maintenance, continuous improvement, evolution and protection of the space-based and ground-based infrastructure.  It also manages the consistency between technical, planning, financial and risk aspects of all the Galileo exploitation activities and elaborates and maintains the Galileo Exploitation Plans.

ABOUT THE JOB 

The Galileo System Evolution Manager will be tasked with coordinating all system evolution activities within the remit of EUSPA, taking into account the needs of operations and services, whilst also considering the activities of ESA (System Design Authority and System Development Prime), partner organisations, and other external entities. In addition, he/she will monitor and ensure the timely implementation and execution of the EUSPA-ESA Contribution Agreement for all those aspects related to System Design and System Development activities, guaranteeing their consistency with the end to end Programme of work and in particular for what concerns the Exploitation Programme activities.

TASKS AND RESPONSIBILITIES

The jobholder will have the following main tasks and responsibilities:

  • Ensure the follow-up of the System Development activities undertaken under EUSPA contracts and the launch service contract;
  • Follow-up the System Development activities (both space and ground segment) defined in the EUSPA-ESA Contribution Agreement, and ensure that the end to end Exploitation Programme tasks remain consistent;
  • Guarantee that all contracted activities proceed in accordance with the overall Programme roadmaps and schedules;
  • Coordinate the preparation and review of the Galileo Exploitation Plan updates, integrating the Service, System and infrastructure roadmaps, the security risk treatment plans and other relevant inputs, including elements of schedule, risks and performance;
  • Ensure that the Programme baselines are kept up-to-date with respect to on-going technical advances, and monitor the alignment with contracts to maintain a clear picture of the system as implemented versus the requirements baseline;
  • Lead programme-level impact assessments related to changes to the System in Operations needed to support programmatic decisions, in closed coordination with the Engineering Department and follow up on the definition and flow down of any requirements necessary to support the agreed implementation;
  • Coordinate the preparation of an implementation plan for the long-term evolutions of Galileo and contribute to related Exploitation Programme activities;
  • Liaise with the EGNOS exploitation department to maximise agency efficiency through application of common technical and service related processes and approaches.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
  2. In addition to the above, appropriate professional experience of at least twelve years after obtaining the required diploma
  3. Be a national of a Member State of the European Union, Iceland or Norway
  4. Be entitled to his or her full rights as a citizen
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service
  6. Meet the character requirements for the duties involved
  7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
  8. Be physically fit to perform the duties linked to the post

SELECTION CRITERIA

Professional experience and expertise

  1. Proven experience in space systems operations/management;
