ABOUT THE JOB

EUSPA is looking to recruit a Human Resources (HR) Specialist who will assist the Head of HR Department and the team leaders in one, or more, areas of competence in achieving the Departments’ objectives within the context of EUSPA’s overall mission.

TASKS AND RESPONSIBILITIES

Specifically, his/her responsibilities may include the following:

  • Support the development, review and update the Agency’s HR policies, policy instruments and procedures, and ensure their implementation;
  • Contribute to the planning and organisation of the selection procedures, including participation in selection panels;
  • Assist in the on-boarding process of newcomers and in the management of staff members’ rights, including relocation matters;
  • Support the provision of medical and wellbeing services;
  • Support the performance management exercises and organisational development through the learning and development activities;
  • Contribute to the drafting of process workflows and manuals;
  • Compile and analyse HR data and produce reports;
  • Provide advice and guidance to staff on HR related matters;
  • Ensure correct application of the EU Staff Regulations and Conditions of Employment of Other Servants of the European Communities (CEOS) as well as relevant implementing rules;
  • Ensure sound financial management of the Agency’s HR-related budget;
  • Foster internal communication of HR actions and ensure compliance with data protection regulations;
  • Act as HR ambassador to promote good working culture and team spirit;
  • Take on additional tasks as required in the interest of the service.

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. Have a level of education which corresponds to:
    post-secondary education attested by a diploma,
    OR
    secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of at least three years
  2. Appropriate professional experience of at least six years after having obtained the required level of education specified above
  3. Be a national of a Member State of the European Union, Norway or Iceland
  4. Be entitled to his or her full rights as a citizen
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service
  6. Meet the character requirements for the duties involved
  7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
  8. Be physically fit to perform the duties linked to the post

SELECTION CRITERIA

All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below solely based on the information provided by the candidates in their application. 

The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants. 

Non-compliance with any of the essential criteria may result in the exclusion of the candidate from the selection process. Advantageous criteria will be assessed only for candidates who meet the all essential criteria. The advantageous criteria constitute additional assets and will not result in exclusion, if not fulfilled.

Essential criteria

  1. Relevant professional experience in a multicultural, international or multidisciplinary environment;
  2. Proven experience or knowledge of HR innovative practices/approaches;
  3. Very good command of both written and spoken English;

Advantageous criteria

  1. Understanding of the EU Staff Regulations, their implementing rules and related HR issues and challenges;
  2. Proven record of continuous learning & development activities in the HR field;
  3. Experience in activities addressing clients’ needs and proposing a best solution for the individual and the organisation;

Behavioural competencies

  1. Motivation;
  2. Strong communication skills;
  3. Excellent planning and organisation skills;
  4. High sense of discretion and confidentiality;
  5. Ability to work under pressure, prioritise and handle many simultaneous tasks.
