ABOUT THE JOB

EUSPA is looking to recruit a Head of Communications who will lead and manage the Agency communication activities. The EUSPA Communications team is responsible for the provision of information, promotional activities, and outreach initiatives of the EUSPA in general. Among other things, the communications team focuses on the development and implementation of communication strategies and initiatives that support the objectives and activities of the Agency and the EU Space Programme.

TASKS AND RESPONSIBILITIES

The jobholder will report to the Executive Director and have the following tasks and responsibilities:

  • Lead the Communications team, providing leadership and guidance to all team members, promoting excellence, team work, ownership and responsibility within the team and across the Agency;
  • Propose and implement an integrated communication strategy to increase the visibility of the Agency, its mission and achievements, in line with the Space Programme Regulation, the Financial Framework Partnership Agreement and the Single Programming Document;
  • Prepare, implement and report on the implementation of the Single Programming Document (SPD) in the field of responsibility, prepare the yearly communications plan;
  • Devise and implement communication campaigns, press conferences, and outreach events to position and reinforce the profile of the Agency and increase media impact;
  • Build and maintain strong relationship with media, drive positive press coverage, coordinate press conferences, when required act as EUSPA’s Corporate Spokesperson, and provide advice to the Executive Director, the Chair of the Security Acreditation Board (SAB), and when relevant to senior management and other staff;
  • Analyse and report on the impact of media and external relations activities, and regularly review strategies to meet organisational priorities;
  • Oversee the provision of key up-to-date, targeted and engaging communication services and products (printed, audio-visual, digital), including proofreading, editing, lay-outing, graphic design and publication of EUSPA documents;
  • Contribute to procurement processes including the selection of service providers for Communication activities, and ensure the proper management and execution of the respective contracts;
  • Liaise with other departments, notably in the area of Administration, to ensure the execution of related corporate tasks, such as planning, reporting, administration, financial & budget management, risk management.

 

MINIMUM QUALIFICATION

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:

  1. A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more
    OR
    A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years
  2. In addition to the above, appropriate professional experience of at least twelve years after obtaining the required diploma
  3. Be a national of a Member State of the European Union
  4. Be entitled to his or her full rights as a citizen
  5. Have fulfilled any obligations imposed by the applicable laws concerning military service
  6. Meet the character requirements for the duties involved
  7. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
  8. Be physically fit to perform the duties linked to the post

 

SELECTION CRITERIA

All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below solely based on the information provided by the candidates in their application. 

The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants. 

Non-compliance with any of the essential criteria may result in the exclusion of the candidate from the selection process. Advantageous criteria constitute additional assets and will not result in exclusion, if not fulfilled.

Essential criteria

  1. Proven experience in leading and managing various communication activities (e.g. press offices, campaigns and communication materials, web and digital communication, etc.) with a wide range of multimedia;
  2. Proven experience in drafting and editing press releases, speaking points, and other communication materials in English for senior level executives;
  3. At least 3 years of proven experience in a managerial role (team leader or equivalent), preferably gained in a multicultural/international environment;
  4. Experience in crisis communications;
  5. Excellent command of both written and spoken English;

Advantageous criteria

  1. Knowledge of the institutional communication landscape and framework of the European Union;
  2. Experience in financial, procurement and contract management;
  3. Experience in communicating to non-experts and general public about technically complex projects and endeavors;
