The Directorate for Employment, Labour and Social Affairs (ELS) is the focal point for the OECD’s work on building more inclusive and fair societies through policy advice related to quality jobs, continuous investment in human capital, reduction in poverty and exclusion, better health-care systems and good management of migration flows.

The Social Policy Division is looking for an Economist/Social Policy Analyst to conduct analytical and policy-oriented work to provide policy recommendations and advice to countries on social policies. The work may involve data and policy analysis related to social and health issues, such as gender equality, family policy, homelessness, and affordable and social housing policies, and/or, disability and long-term care. Work also may cover the structure of social protection systems, mechanisms of delivery of social and family services, financing and governance structures, and social policies targeted at groups or persons with complex needs at risk of poverty in OECD countries, emerging economies and occasionally selected developing countries. In 2021-2022 this analyst will also contribute to survey design and data analysis for the OECD “Risks that Matter” project, which assesses people’s perceptions of the social and economic risks they face and their preferences for social protection across countries.

 

The selected candidate will work under the supervision of a senior economist in the Social Policy Division of the Directorate for Employment, Labour and Social Affairs.

 

Main Responsibilities

 

Data collection and assessment of literature on social policy issues

  • Collect, organise, and analyse survey microdata, country-level data estimates, and other data on social policy issues from countries within and outside the OECD in order to facilitate across- and within-country comparisons and trends over time,
  • Identify gaps in data and information availability and propose ways to address such gaps.

 

Policy analysis 

  • Use socio-economic statistics, national and cross-national datasets, in the analysis of social policies, including gender, family, housing policies, and policy preferences;
  • Systematically analyse social policies in countries, using policy questionnaires, workshops and meetings with stakeholders, literature reviews, and data analysis,
  • Contribute to the development of reform proposals, building on good practices in other countries.

 

Drafting and liaison 

  • Contribute to publications, reports and working papers on social policy issues,
  • Develop and maintain strategic working relations with senior officials in member country administrations and other international organisations, as well as with academics,
  • Participate actively in missions to member and non-member countries as required,
  • Draft notes and briefs for senior officials related to social policy issues,
  • Liaise and collaborate with other groups in the OECD working on related issues,
  • Present findings of the work at conferences, seminars and other events.

 

Ideal Candidate Profile

 

Academic Background:

  • An advanced university degree, i.e. at least a masters’ degree, in economics, social policy, political science or a related discipline. A PhD/doctorate would be an advantage. 

 

Professional Background:

  • At least 2 years of applied research and policy analysis, in the area of social policy and the delivery of social services acquired in a national administration, international organisation, university or research centre.
  • Knowledge of data management, analysis, and statistical reporting including linking data from different registers, quality control of statistical databases, and programming analyses of survey microdata.
  • Good organisational skills, ability to work effectively on the basis of general instructions and with  moderate supervision;
  • Excellent interpersonal skills and ability to collaborate effectively with teams and integrate ideas from diverse sources.  

 

Tools:

  • Knowledge of STATA, R and/or Python or similar advanced statistical software required
  • Ability to represent data graphically in Excel.

 

Languages:

  • Excellent knowledge of one of the two official languages of the Organisation (English and French). Working knowledge of the other, as well as knowledge of other member country languages would be an advantage.
  • Excellent drafting skills and ability to prepare reports independently.

Contract Duration

  • 13 months fixed term appointment, with the possibility of renewal.

 

What the OECD offers

  • Monthly base salary starting from 4 850.12 EUR, plus allowances based on eligibility, exempt of French income tax.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen to take place on late June and panel interviews are planned for the early July.
