The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary General and his “21 for 21” agenda, ensuring impact of the OECD tax work in the international governance architecture, in co-ordination with the OECD Sherpa team. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the 137 members of the Inclusive Framework on BEPS.  Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

CTPA is looking for an experienced Communications Manager who will play a central role in co-ordinating the external and internal communications activities of the Directorate, aimed at increasing the visibility and the impact of CTPA’s work, both within and outside the OECD. The successful candidate will actively participate in the planning and execution of comprehensive communication strategies, understanding strategic messages and delivering high-quality communications’ outputs. S/he will lead and manage CTPA’s communications team.

The successful candidate will report to the Deputy-Director of CTPA and will work in close collaboration with the OECD’s Public Affairs and Communications Directorate (PAC) and the CTPA’s Management Group. 

Main Responsibilities

Strategic communications

  • In close collaboration with the Director’s Office, lead the implementation of the Directorate’s internal and external communications strategy, in accordance with the OECD’s communications policies, and in consultation with the senior management of the Directorate.
  • Provide strategic guidance to CTPA staff for key launches and events, defining and supervising the implementation of communications plans for CTPA outputs.
  • Manage and develop CTPA’s online presence strategy. Collaborate with authors and the communications team to create new digital content (including webpages, social media content and data visualisations, etc), making sure it adheres to organisation-wide guidelines and standards.
  • Manage media relations, handle press inquiries and organise interviews and press events, in collaboration with PAC.
  • Supervise the production of CTPA reports and digital outputs, including reassessment of products already in place. Oversee outsourcing and contributions of communication consultants such as editors, graphic designers, videographers, etc.
  • Monitor and evaluate the impact of CTPA communication activities on an ongoing basis and provide strategic guidance to adjust strategies and practices as needed.
  • Propose and implement ideas to expand CTPA’s communications outreach and engagement opportunities.
  • Co-ordinate closely with the Public Affairs and Communications Directorate (PAC) and cultivate awareness of communications good practices throughout CTPA and represent CTPA on the Organisation’s Senior Communications Board.

Drafting, editing and planning

  • Help define and refine a common and coherent narrative across all policy areas on the OECD’s role in promoting Better Policies for Better Lives and supported by effective planning and co-ordination.
  • Draft and contribute to press releases, promotional flyers and other communication materials and advise analysts upstream on writing for wide, non-technical audiences to clarify evidence and policy messages and improve the dissemination of their results.
  • Improve the general communication of CTPA activities; ensure consistency and coherence across all the activities carried out by the Directorate; collate and synthesise information from multiple sources; help draft key messages and produce communication content, as appropriate, for dissemination to the OECD internal audience and a wide variety of external stakeholders with different levels of exposure to the CTPA work.
  • Prepare and contribute to internal newsletters, ensuring that CTPA work is highlighted and promoted as required.

Management and co-ordination

  • Manage the day-to-day activities of the CTPA communications team of three  staff.
  • Co-ordinate effective communication around major CTPA projects, including the organisation of large events (including webinars), the launch of publications, as well as contributions to major corporate publications and events (e.g. the OECD annual report, the annual OECD Forum, the ACI Forum, etc).
  • Oversee the production and dissemination of CTPA material and publications. Supervise the editorial work and execute rigorous quality control of all CTPA communications content, ensuring consistent use across all platforms in terms of image, identity and message.
  • Position CTPA publications as key reference materials (e.g. through the development of brochures, new web pages, data visualisations, interactive graphs, etc).
  • Oversee and actively contribute to CTPA’s social media outreach.
  • Advise on copyright issues, translations queries, branding matters, logo usage, publishing processes, etc.
  • Represent CTPA in OECD Communications Groups and participate in horizontal projects, ensuring CTPA plays an active part in the Organisation’s communications and digital groups.
  • Oversee CTPA’s knowledge management activities, including administration of subscriptions to databases, journals, etc.

Ideal Candidate’s profile


Academic Background

  • An advanced university degree in a relevant field such as communications, journalism, international relations.

Professional Background

  • A minimum of three, preferably five years’ experience in communications and public affairs, journalism or publishing, preferably in an international environment.
  • Proven experience in the development and implementation of communications strategies, with multi-stakeholder involvement.
  • Experience in commissioning and adapting content to make it accessible to a broad range of target audiences through a range of communication tools.
  • Proven experience in orchestrating communications campaigns, with proven ability to produce clear and engaging content.
  • Demonstrated experience handling press and media relations; proven organisational and marketing skills.
  • Solid experience of website management, and strong knowledge of online communication tools and methodologies (such as online monitoring, web analytics or other online measurement tools, search engine optimisation, and online marketing) to understand stakeholder / audience information needs.
  • “Digital fluency”: proven experience in designing content for and communicating in a digital environment. Ability to rapidly master new IT and communications technologies as they emerge.
  • Excellent knowledge of professional editorial standards, with experience in proofing, editing and formatting both webpages and reports.

Tools

  • Excellent IT skills, including web tools and platforms, and other internet technologies. Familiarity with T4 and OECD corporate tools would be a definite advantage.
  • Experience with IT collaborative platforms (e.g. e-share, teams) would be an advantage.
  • Strong understanding of key social media platforms (Twitter, Facebook, LinkedIn, YouTube, Slideshare) and their use.
  • Knowledge of graphic design and desktop publishing and design tools (Adobe Creative Suite).
  • Languages
    Fluency in one of the two official languages of the Organisation (English and French) and very good knowledge of the other.
  • Knowledge of other languages would be an asset.

Contract Duration

Two-year fixed term appointment, with the possibility of renewal.

What the OECD offers

Depending on level of experience, monthly salary starts at either 6,130 EUR or 7,563 EUR, plus allowances based on eligibility, exempt of French income tax.

Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
