Context
Under the direct supervision of the Regional Director (RD) for the European Economic Area and overall supervision of the Director General, the incumbent is responsible for managing and supervising the Programmes, Operations and Administration and Finance Teams, and closely collaborates with relevant Country Offices in the field and Headquarters (HQ) Departments.
Core Functions/Responsibilities
- Act as IOM’s main interlocutor in Country, while maintaining an open dialogue with governmental authorities, relevant ministries, diplomatic missions, UN agencies, national, international and regional institutions (Including the Secretariat of the Community of Portuguese Speaking Countries) as well as non-governmental organizations and voluntary agencies, airlines and public media;
- Promote IOM's overall mandate and strategy and its full range of services in Country and keeps the Regional Office in Brussels and HQs informed of relevant country specific concerns, as well as policy and programmatic developments;
- Manage the implementation of IOM activities, including the operational, administrative, budgetary, human resources and financial activities of the Country Office as well as the supervision of its staff. Ensure proper budgetary and financial planning of the resources of the Office;
- Work closely with the governmental authorities and donors to identify opportunities for partnership and cooperation as well as advise on developments in the field of migration and prepare proposals for appropriate actions responding to these;
- In close coordination with relevant regional Thematic Specialists at the Regional Office develop new project proposals and participate in the review and adjustment of project documents for submission to potential donors while ensuring consistency with national priorities and available resources. Ensure effective negotiation of agreements with donors, in close coordination with relevant HQ Departments. Take responsibility for the execution of ongoing operational programmes;
- Analyze operational and administrative activities of the Country Office and prepares recommendations with a view to increasing their effectiveness and streamlining procedures and ensure consistency with institutional policies and guidance;
- Participate in fundraising activities for programmes and projects; manage the results and ensure full accountability for resources granted to IOM; ensure that signed agreements are followed and adhered to;
- Supervise and monitor the implementation of projects and operations in Country in different programmatic areas, including voluntary return and reintegration, migration health, immigration and border management, resettlement, labour migration, and prepare progress reports as required. Provide guidance and information, analyze operational procedures and projects effectiveness;
- Promote and support the participation of Government representatives in global dialogues and processes;
- Prepare regular and special reports covering activities in Country as well as briefings and background information requested by the Regional Office, HQs, the Government and other entities;
- Contribute to and provide assistance related to regional priorities;
- Respond to media requests in coordination with the Regional Office and HQs;
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in humanitarian programmes for migrants and capacity-building activities;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
- Familiarity with financial and business administration;
- Sound and proven understanding of internal and international migration issues in Country and related issues; and
- Knowledge of the Region is an advantage.
Languages
- Fluency in English is a requirement, Portuguese or any other IOM language is an advantage (French or Spanish).
