Position Title: Regional Information Management and Technology Officer

Duty Station: Regional Office Brussels, Belgium

Classification: National Officer, Grade NO-B

Type of Appointment: Fixed term, one year with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Regional Director of the IOM Regional Office for EEA, EU and NATO (RD), the direct supervision of the Senior Regional Resource Management Officer (SRRMO) and functional supervision of the ICT Division’s Global ICT Operations Manager, the incumbent will support the harmonization and alignment of Information Management (IM) and Information Technology (ICT) activities in the Region as well as the implementation of the ICT Strategy. Under the purview of the Regional Office, the incumbent will assist in coordinating, overseeing and prioritizing ICT and IM support to IOM operations in the Region.

Core Functions / Responsibilities:

The incumbent will carry out the following duties:

  1. As a member of the Regional Resource Management Unit, assist in supporting and offering guidance to missions in the region on matters related to the Regional ICT Strategy and corresponding action plans pertaining to the Region and its alignment with the overall Regional and Global ICT strategy;
  2. Under the guidance of the SRRMO, provide direction, guidance and support to the Country Offices (COs) in the region on ICT and IM related matters and support recruitment process of ICT staff in COs. Support CO ICT staff in evaluating, identifying and reporting on resources required (human or financial) and specific ICT requirements in the region. Act as a second manager to CO ICT staff;
  3. Provide guidance on information management subject matters to Project Managers (PM). Support the PMs by analyzing projects’ result matrices, identifying core project reporting needs and advising on appropriate data collection, and reporting mechanisms aligned with organizational and Regional reporting requirements;
  4. In coordination with the SRRMO promote synergies, harmonization and alignment of the ICT activities in the Region and globally; act as ICT Change Agent and support the implementation of ICT Projects and initiatives within the Region. Support introduction and rollout of technological changes and systems in the Region;
  5. Assist the SRRMO in promoting and supporting the Regional ICT resources sharing, aimed at streamlining ICT support and improving overall efficiencies of the ICT staff in the region.  Contribute to the development and implementation of multi-country ICT projects;
  6. Ensure timely information sharing within the Regional Office and with ICT Central Teams on ICT activities and projects/ programmes;
  7. Provide support in initiating and coordinating capacity building, training, and general ICT and information management support to Country Offices (COs) in the Region;
  8. Contribute to raising awareness and building the capacities of IOM staff about new technologies, ICT initiatives and projects;
  9. Provide support in secondary technical review and oversight of the project proposals and projects with significant ICT component developed by COs in the Region. Provide regular updates to the ICT Management. Verify and ensure that the ICT component of endorsed projects are consistent with the ICT Strategy, policies and relevant instructions;
  10. Monitor, propose and implement relevant SoPs to ensure compliance with IOM ICT Policies and Standards in RO/CO Brussels and COs in the region.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

University degree in Computer Science or relevant field

Experience

  • Minimum two years of experience (or four years of experience for candidates with a first level university degree) administering a Microsoft Windows network environment (LAN/WAN) and first level network/desktop support.
  • Extensive knowledge of Microsoft Windows Servers Administration in a multi-site environment, TCP/IP, basic Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office, Antivirus Software and utilities.
  • Holder of ITIL Foundation, PRINCE2 foundation, CCNA, MCP (Windows/Active Directory/Exchange Server), and/or MCSA/MCSE certifications is a distinct advantage.

Languages

Fluency in English. Knowledge of French is an asset.
