1. The Job

The Regulatory Officer will work in multidisciplinary teams carrying technical and administrative tasks for the implementation of the legislation under ECHA's remit including REACH, CLP, BPR, PIC, POPs and the Waste Framework Directive. They may also support establishment of new processes for additional legislation under ECHA's future remit. In particular, she/he will support the execution, development and maintenance of ECHA's regulatory processes, with the specific profile being dependant on the recruiting unit and their corresponding portfolio. This will mean working within one or more of the following disciplines: processing of information submitted by industry duty holders; carrying out tasks in support of hazard, exposure and/or risk assessment; contributing to the implementation of regulatory processes; or supporting other regulatory activities such as the provision of regulatory advice/information to stakeholders.

Depending on the specific profile, the Regulatory Officer will be responsible for the following types of work and will need to demonstrate an ability to work in several of the following areas:

Carrying out (and maintaining) existing regulatory processes

  • Performing technical/administrative tasks such as processing incoming submissions, including: checking the completeness of registrations/notifications submitted by industry, drafting and sending decisions to the duty holders, and performing regular quality checks of internal processes;
  • Contributing to the regulatory processes (e.g. REACH compliance check, harmonised classification, REACH authorisation, establishment of a database on Substances of Very High Concern - containing articles under the Waste Framework Directive) and to the activities ECHA performs to support them, in particular screening and prioritisation of groups of substances. This includes supporting the assessment and recording of hazard, use and exposure information, the drafting of the related proposals and decisions as well as the cooperation with Member States and interactions with duty holders;
  • Contribute to compliance with legal and regulatory requirements by providing prompt support in analysing, proposing and implementing solutions to complex cases from a policy and/or technical perspective;
  • Further developing, standardising and streamlining processes and IT tools to improve efficiency.

Implementation of new regulatory processes

  • Contributing to the analysis of legislation and the corresponding development and implementation of new regulatory processes, through the definition of workflow steps, tasks, roles and responsibilities;
  • Work with key internal/external stakeholders to identify synergies or cooperation needs to support the development and implementation of these processes;
  • Providing support and assistance to the integration and improvement of processes, working practices and IT tools.

Stakeholder engagement and company support

  • Organisation of stakeholders' consultation and engagement, in particular with institutional stakeholders, in the context of the implementation of regulations and associated IT tools;
  • Manage the development and update of relevant support material such as guidance, user manuals and other communication materials such as videos or webinars, to assist companies in fulfilling their duties;
  • Providing advice and assistance in replying to queries from industry and authorities, contributing to the resolution of incidents by performing the root cause analysis and identifying the resulting remedial/corrective/preventative actions;
  • Contribute to training stakeholders.

2. Minimum Qualifications

To qualify for this profile, you must have completed university studies of at least three (3) years attested by a diploma and appropriate professional experience of at least one (1) year.

Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognised as equivalent by the relevant EU or EEA Member State authorities will be accepted.

3. Selection criteria

If you meet the eligibility criteria set out in section 2, you will be assessed on the basis of the following selection criteria. The candidates who are judged to be the most suitable on the basis of the selection criteria will be invited to undergo a written test prior to the interview.

  • Your academic and professional qualifications and their relevance to the main areas of work listed in section 1. Preference will be given to studies obtained in one of the following fields:

Your professional experience: the range of fields covered; the type and level of work done and its relevance to the areas of work listed in section 1.

The following will be considered as assets:

  • Experience in development of IT tools particularly in relation to regulatory processes;
  • Work experience gained in a similar multicultural environment. Preference will be given to work experience abroad.

The academic and professional qualifications, professional experience and experience considered as an asset must be described as precisely as possible in your application.
