Context:

Under the overall guidance of the Regional Director and the direct supervision of the Head of the Election Support Unit, the incumbent will provide specialized assistance in the development of EU Election Observation projects under FWC EuropeAid/136781/DH/SER/Multi Lot 1 and 2, in accordance with the Mission Specific Feebased service contract and terms of reference as well as IOM internal protocols, procedures and regulations.

When required, the incumbent will also support the development of election support projects outside the scope of the aforementioned FWC.

Core Functions/Responsibilities:

For FWC Lot 1 and other election related/human rights related projects:

Participate in regular planning meetings with stakeholders and EC/FPI officials presenting the priorities and FPI strategies:

1. Participate in regular planning meetings with stakeholders and EC/FPI officials IOM is committed to a diverse and inclusive environment. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. presenting the priorities and FPI strategies, and participate to meetings, seminars, conferences with EC/EP and other actors involved in EU EOM and/or electoral support activities and identify possible areas of collaboration;

2. Develop the technical project proposal responding to calls for tender launched by EC in the field of elections & democratization, e.g. EUEOM Lot 1 and 2 framework, specific EU EOMs, EOM training/EODS) and other projects; provide technical and logistical input and advice to relevant finance department to develop corresponding budget proposals;

3. Liaise with IOM country missions, IOM HQ departments (SSU, OHU, etc.) and undertake research to assess all logistic, security and administrative information required to write the technical and financial offers. Undertake assessment mission travels, when necessary, to gather appropriate information.

4. Participate in the identification of the IOM implementing team in Brussels and in the field; support in managing the recruitment process of external consultants or IOMinternal staff;

5. Initiate and follow-up on IOM internal project endorsement, submission and tracking procedures with relevant HQ service area(s); upon signature of specific project agreements, process project activation in PRIMA and coordinate with RM colleagues the release of the project code and WBS elements in PRISM;

6. Support in drafting operational and administrative procedures for election project implementation in the field and lessons learned for the Unit, as necessary;

7. Coordinate the preparation and draft periodic project narrative reports and other project documentation as requested according to applicable IOM’s and Donor’s formats (including interim and final reports); Coordinate with the EOM Project Manager(s) and Finance Unit the timely preparation of donor narrative and financial reports;

8. Before the arrival of the EU EOM Finance & Contract Expert in the field, and in coordination with Brussels RO RMU, ESU Procurement Officer and ESU Head of Unit, draft and follow-up on service contracts with main service providers (for HQs, vehicles, charter aircraft, security services etc) and coordinate with IOM relevant departments (LEG, ACO, GPSU).

For FWC Lot 2, the incumbent will undertake the following tasks:

9. Support the Lot Project Director in the provision of high-quality proposals in response to EC tenders;

10. Edit and proof-read Lot 2 specific Lot project reports, ensuring all required documents are of the highest possible quality.

In addition:

11. Contribute to ESU’s planning and strategy, ensuring planning and quality of service;

12. Other duties as may be assigned, including support in the management of EU EOMs when required or the replacement of the Head of Unit and/or Project Director Lot 1 and Lot 2 during absence, as per EC contractual requirements.

Required Qualifications and Experience:

Education:

  • Master’s degree in Political or Social Science, International Studies or another related field from an accredited academic institution with 2 years of relevant professional experience;
  • Bachelor’s degree in the above fields with 4 years of relevant professional experience.

Experience:

  1. Proven experience in project development and management in international environment;
  2. Excellent knowledge of EU institutions, European Commission contract and financial regulations, especially related to service contracts;
  3. Knowledge of technical and operational aspects of election observation and electoral support;
  4. In-depth knowledge of EC eligibility criteria and tender submission procedures as well as of EC reporting requirements;
  5. Knowledge of IOM-internal project endorsement, processing, activation and internal reporting procedures is an advantage.

Languages:

  • Fluency in English and an advance level in French are required. Spanish is an asset.
