MGR Human Resources Ltd, with a Temporary Employment Agency License in Malta No. 249-2024, member of MAP S.Platis Group of Companies, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are looking to hire a Finance and Budget Support Officer - interim supportfor the European Union Agency for Asylum to be based in Malta.

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities

  • Supporting the preparation of the annual and multi-annual budget, including contribution for the work programme document(s), preparation of the documents for the Budgetary Authority, including liaising with relevant stakeholders within EUAA and EU Institutions;
  • Supporting monitoring, controlling and reporting on the budget implementation on a regular basis;
  • Supporting in opening/closing of annual budget (including the end of year exercise) and assisting in preparation of the related documentations and reports;
  • Mission management, analysing and assessing travel claims (ex-ante and ex-post) and preparing reports;
  • Drafting and preparing reports and engaging
  • Drafting new or improving of existing manuals, internal rules, guidelines and templates for forecasting, preparation and implementation of the Agency’s budget;
  • Preparation of documents (cover notes, power points, speaking points etc) as relevant;
  • Project and/or contract management. 
  • Any other tasks upon request of the Head(s) of Sector/Unit. 

Knowledge 

  • Advanced knowledge of the Microsoft Office family products (Word, Excel, Visio, Project, PowerPoint, Outlook); 
  • Knowledge of programme/project management
  • Excellent command of English, both oral and written, at least at the level C1; 

Competencies

  • Excellent written and oral command of English; 
  • Excellent drafting and communication skills; 
  • Excellent planning and organisational skills and the ability to prioritise work and deliver under pressure; 
  • Ability to make sound decisions, prioritise and work to deadlines under minimal supervision on multiple tasks; 
  • Excellent analytical capabilities, technical and problem solving skills and ability to structure and present information; 
  • Capacity to manage several processes simultaneously; 
  • Excellent project management skills;

Minimum qualification 

First degree or postgraduate qualification in business administration, management, project management, finance, accounting, law, or a related field

Minimum experience: 

2 years proven professional experience in tasks relevant to the afore-mentioned duties;

Remuneration

The position falls in hierarchical Category IV and the associated salary is €44,543.88 gross annually in twelve monthly installments.
