MGR Human Resources Ltd, with a Temporary Employment Agency License in Malta No. 249-2024, member of MAP S.Platis Group of Companies, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are looking to hire a Research Programme Officer - interim support for the European Union Agency for Asylum to be based in Malta.

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Job Description:

  • Contribute to activities on early warning and forecasting asylum-related migration flows
  • Play a key role in the drafting and verification of analytical products and presentations, to ensure the accuracy and relevance of the sector’s early warning and forecasting portfolio
  • Conduct quantitative and mixed methods’ analyses on asylum-related metrics to gain novel insights and support situational awareness and preparedness, including time series, big data analysis and machine learning (ML) techniques
  • Support the dissemination and communication of analytical products to a broad range of stakeholders
  • Support the development and technical documentation of the early warning and forecasting model, including big data and ML techniques
  • Foster bilateral communication and knowledge exchange within the Early warning and Preparedness System – Analysis and Research Network by assisting the organisation of surveys, queries, meetings and workshops.
  • Actively participate in the planning, organisation and execution of strategic or research projects
  • Perform other tasks contributing to the sector’s overarching goals as coordinated by the responsible team leader.

Minimum Qualification:

  • A completed university studies of at least three years attested by a diploma
  • Bachelor’s level degree in quantitative disciplines, such as, Statistics, Mathematics, Physics, Chemistry, Biology, Informatics, etc. or Social Sciences with a strong quantitative component.
  • At least three years of pertinent professional experience with relevant tasks

Minimum Experience: 

  • Demonstrated proficiency in quantitative data analysis using software or programming languages such as Excel, SAS, Power BI, SPSS, JMP, VBA, Python, SQL, R, etc.
  • Experience in quantitative analysis, drafting analytical reports or research papers.

Other:

  • Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL).
  • An advanced degree in quantitative disciplines will be considered an advantage.
  • Good knowledge of R or Python will be considered an advantage.
  • Experience in time series forecasting or ML techniques will be considered advantageous.

Remuneration

The position falls in hierarchical Category IV and the associated salary is €44,543.88 gross annually in twelve monthly installments.
