MGR Human Resources Ltd, member of MAP S.Platis Group, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are currently seeking to recruit a Budget and Administrative Assistant (Excel) - interim support for the European Union Agency for Asylum to be based in Malta HQ.

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities:

The Budget and Administrative Assistant shall support the C1 HQ Budget Team with planning, forecasting and monitoring budgetary implementation as follows:

Main tasks:

  • Provide support for the budget planning, forecasting, monitoring and reporting, and in particular:
  • Define, design and develop or improve Excel-based (or using other approved tools) budget planning, monitoring and reporting tools, templates and checklists, in line with the agreed reporting requirements, and in cooperation with the relevant organisational units.
  • Provide support on the process of forecasting and reviewing operational budget needs; Support Excel files verification (design, formulas, set-up and update, etc.).
  • Develop/consolidate timely updates/regular reports on operational budget implementation; Prepare budget report structure/templates.
  • Support Budget monitoring team with updates and adjustments of monitoring and reporting tools and templates. May be assigned, on a monthly basis, to prepare Budget Versus Actual expenditure reports, including analysis, identifying and flagging budget issues.
  • Ensure regular cooperation and close collaboration with country offices budget focal points to promote consistency and ensure timely availability of accurate information, as well as anticipate changes or risks with budgetary impact.
  • Support with development and update of Excel and other statistical databases, tools and spreadsheets.
  • Support in administrative and financial related tasks; Provide regular analytical and statistical reports.
  • Support the underlying processes (HR, procurement, risk management, etc.) as necessary (e.g. by development and/or update of Excel-based tools and templates) within the area of assigned support tasks.
  • Collaborate with and contribute to related work activities, including as a part of working groups, involving other sectors/units, as well as other EUAA Centres.
  • Perform other tasks, as required by the assigned Line Manager.

Minimum requirements:

  • A secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience.
  • Have fulfilled any obligations imposed on them by the laws on military service.
  • Meet the character requirements for the duties involved.
  • Be physically fit to perform the duties linked to the post.
  • Be entitled to their full rights as citizens.
  • Previous professional experience in relevant tasks of at least 1 year.
  • Possess a professional knowledge of English (at least C1 according to the CEFR).
  • Possess a thorough knowledge of MS Office suite.
  • Advanced skills in Excel use, development and consolidation of Excel-based tools, databases, charts, graphs, etc.

Advantageous:

  • A diploma in Finance, Economics or Social Sciences and/or other relevant fields giving access to post-secondary education and appropriate professional experience.
  • Educational background and/or experience with statistics and data management.
  • Knowledge and/or experience with data/financial management software/programs.
  • Knowledge and experience in budget planning and monitoring
  • Experience and knowledge of projects/programmes development, management and implementation, with a particular focus on budget management.
  • Preferably previous experience working in an EU body or knowledge of the EU financial procedures and workflows.

Remuneration

The position falls in hierarchical Category III and the associated salary is €33,475.68 gross annually in twelve monthly installments.
