MGR Human Resources Ltd, member of MAP S.Platis Group, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are currently seeking to recruit a Vulnerability Assistant - interim support for the European Union Agency for Asylum to be based in Malta HQ.
The position
The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.
Responsibilities:
The Vulnerability assistant is part of the Quality Procedures and Tools sectors (QPTS) at the EUAA Centre for Operational support (C1). He/she works under the direct supervision of the QPTS Vulnerability focal point within the reception team, reporting to the Head of Sector.
The duty station is the headquarter of the European Union Agency for Asylum (EUAA) in Malta.
The vulnerability assistant will be asked to travel for mission purposes.
Assigned tasks:
- Support the preparation/facilitation of thematic working groups/workshops for EUAA operational teams implementing Operating Plans in EU+ MS
- Support to follow-up of the implementation of vulnerability components of the ongoing EUAA Operating Plans in EU+ MS
- Assist country operations with the preparation and update of relevant workflows, tools, procedures, reports on vulnerability
- Conduct vulnerability assessments of applicants for international protection in accordance with Standard Operating Procedures and EU asylum acquis and international law of refugee protection;
- Draft quality vulnerability reports, in timely manner as per the Standard Operating Procedures;
- Record data and provide regular statistical reports on vulnerable cases as per operating procedures;
- Contribute to advise the operational teams on vulnerability-related matters
- Support to the design operational tools in the field of vulnerability in the context of reception;
- Contribute to draft SOPs/work instructions/guidance/reports
- Contribute to adapt tools for national contexts
- Perform any other task in the interest of the sector
Minimum requirements (qualifications, experience, education, competencies etc)
- Post-secondary education attested by a diploma, OR Secondary education attested by a diplomagiving access topost-secondary education and appropriate professional experience of at least one year;
- Good knowledge of the legal international & European framework regarding international protection and the Common European Asylum System
- Demonstrated previous experience of 1 year minimum working with vulnerable groups, as a vulnerability assessor, social worker, protection officer or case officer or equivalent
- Thorough Knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL);
- Computer literacy, including MS Office Suite, use of internet and web-based applications
Advantageous
- University degree in relevant fields (preferably Political science, Social sciences, Social Work, Psychology, Anthropology) is required
- Good understanding of the Maltese asylum and reception contexts and of the local services provision available (health care, employment seeking services, etc)
- Demonstrated previous minimum experience of 2 years working with vulnerable groups, preferably in the context of asylum and/or migration;
- Previous direct experience with asylum seekers belonging to vulnerable groups
- Experience in coping with potentially stressful and tense situations
- International working experience

Remuneration
The position falls in hierarchical Category III and the associated salary is €33,475.68 gross annually in twelve monthly installments.
