MGR Human Resources Ltd, member of MAP S.Platis Group, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are currently seeking to recruit a Vulnerability Officerfor the European Union Agency for Asylum to be based in Malta.

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities:

The Vulnerability Officer will be working in the Reception and Vulnerability Sector (RVS) within the Asylum and Reception Cooperation and Guidance Unit (ARCGU) of the Asylum Knowledge Centre (AKC) and will be responsible for following tasks: 

  • Contributing to the work of the thematic network of national contact points of the EU Vulnerability Experts’ Network (composed of EU member states and civil society organisations)
  • Researching in the thematic field of Vulnerability (amongst other topics Children and Trafficking in human beings) and cooperating with colleagues from the other EUAA Departments and Units for the coherent implementation of relevant activities;
  • Fostering the exchange of information and best practices within the framework of the CEAS through the Vulnerability Network and assisting with mapping of the different national practices in support of this objective;
  • Contributing to workshops related to specific topics in the field of Vulnerability.
  • Develop methodologies and tools for EUAA support for the implementation of CEAS in the field of asylum and reception, with particular attention for vulnerable persons;
  • Reporting periodically on activities of the vulnerability network
  • Drafting working documents, including concept notes, briefing notes, speaking points, technical documents, reports, monitoring and reporting on indicators, etc.
  • Where needed, participating in external meetings and conferences and activities in the field of Vulnerability
  • Perform any other task as required by the Head of Reception and Vulnerability Sector within the EUAA Asylum and Reception Cooperation and Guidance Unit.

Essential criteria:

  1. At least two years of proven professional, relevant knowledge and experience in a position related to the aforementioned duties in the field of vulnerability (e.g Torture, Mental Health, Gender Based Violence, SOGIESC, Trafficking in human beings, (unaccompanied) children) for applicants for international protection
  2. Very good knowledge of the EU Policies on Asylum, instruments and tools, in the field of the CEAS;
  3. Computer literacy, including MS Office applications (Word, Excel), use of internet and web-based applications
  4. Analytical skills and strong ability to work as a team member
  5. Very good intercultural/interdisciplinary communication skills

Advantageous criteria:

  1. Professional experience in the field of Asylum or reception within a Member State Administration or European Institution, Agency or Body or International Organisation;
  2. Operational experience with topics such as children and unaccompanied children, guardianship, family tracing and reunification, trafficking in  human beings.
  3. Experience in drafting guidelines, standard operating procedures, background notes, concept notes, position papers and speaking notes;

Minimum Education: 

A level of education that corresponds to completed university studies of at least 3 years attested by a diploma.[1]

Remuneration

The position falls in hierarchical Category IV and the associated salary is €40,963.92 gross annually in twelve monthly installments.
