MGR Human Resources Ltd, member of MAP S.Platis Group of Companies, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are looking to hire a Budget Planning Administrator for the European Union Agency for Asylum to be based in Malta.

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities:

Provide support for the budget planning, forecasting, monitoring and reporting, and in particular:

  • Define, design and develop or improve budget planning, monitoring and reporting tools, templates and checklists, in line with the agreed reporting requirements, and in cooperation with the relevant organisational units
  • Provide support on the process of forecasting and reviewing operational budget needs
  • Support the high-level budget review and monitoring of budget implementation
  • Gather, consolidate and provide timely updates/regular reports on operational budget implementation
  • On a monthly basis prepare Budget Versus Actual expenditure reports, including analysis, identifying and flagging budget issues
  • Ensure there is available standard budget information, feeding back from all activities, and distributed to all relevant staff
  • Address any issues arising from the financial reports and ensure that agreed actions are followed up and completed, in close collaboration with the relevant focal points and EUAA services (finance, procurement, etc.)
  • Ensure regular cooperation and close collaboration with country offices budget focal points to promote consistency and ensure timely availability of accurate information, as well as anticipate changes or risks with budgetary impact
  • Support in administrative, financial and procurement related tasks
  • Provide regular analytical and statistical reports
  • Support the underlying processes (HR, procurement, risk management, etc.) as necessary within the area of assigned support tasks.
  • Support the development of scenario planning and contingency planning capacity in the OSC, through support for a comprehensive change management approach
  • Collaborate with and contribute to related work activities, including as a part of working groups, involving other OSC sectors/units, as well as other EUAA departments
  • Perform tasks related to document management and archival of documents
  • Perform other tasks, as required by the assigned Line Manager.

Selection criteria:

  • Advanced skills in Excel, as well as knowledge and experience in budget planning and monitoring tools.
  • Educational background and/or experience with statistics and data management.
  • Knowledge and/or experience with data/financial management software/programs.
  • Experience and knowledge of projects/programmes development, management and implementation, with a particular focus on budget management.
  • Preferably previous experience working in an EU body or knowledge of the EU financial procedures and workflows.
  • Ability to work under pressure and meet deadlines on multiple tasks.

Minimum Qualification

  • Completed university studies of at least three years attested by a diploma (preferable in Economics, Finance, Accounting, Statistics, etc.).
  • Preferably at least 3 years of appropriate, post-university professional experience.

Minimum Experience

  • Proven knowledge and experience in planning, forecasting, monitoring and reporting, including drafting budget and finance documents
  • Advanced knowledge and skills in the use of Excel.

Remuneration

The position falls in hierarchical Category IV and the associated salary is €40,873.56 gross annually in twelve monthly installments.
