MGR Human Resources Ltd, member of MAP S.Platis Group of Companies, is a leading, broad HR Consulting, Training, Recruitment and Temporary Placements Agency. We are looking to hire a Quality Assurance Support Officer – Vulnerability for the European Union Agency for Asylum to be based in Malta.

The position

The successful candidate will work on a secondment basis for the awarded contract for the Provision of Interim Services to the European Union Agency for Asylum (EUAA). EUAA is an EU Regulatory Agency headquartered in Malta whose mandate is to strengthen EU Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System.

Responsibilities

Under EUAA’s coordination, the Quality Assurance Support Officer - Vulnerability supports AWAS in quality checks and vulnerability content-related activities.

  • Ensure consistency, harmonization and quality of the processing of vulnerability assessments by EUAA vulnerability assessors, in line with detailed Standard Operating Procedures and EU asylum acquis and international law of refugee protection
  • Support the vulnerability assessment process through the review of every draft assessment (4 eyes principle)
  • Liaise with the Maltese National Reception authority for the submission of vulnerability reports and recommendations
  • Report complex cases and challenges faced throughout the process to the EUAA Measure Coordinator
  • Provide individual feedback and coach the Vulnerability Assessors to support them to improve their drafting, interview and assessment skills
  • Support the scheduling of vulnerability assessments process through screening and prioritisation of cases upon referrals and dry-screening, and assigning cases to vulnerability assessors
  • Plan and perform shadowing of vulnerability assessments
  • Plan, organize and deliver individual and group supervision to the Vulnerability Assessors
  • Development or update of written guidelines e.g. SOPs, checklists, and templates that are necessary for all the steps of the vulnerability assessment
  • Implement all developments in guidance, quality feedback and SOPs, timely flag shortcomings and inconsistencies and propose improvements and solutions
  • Research on topics related to vulnerability assessment and on new developments in the area vulnerability and special needs of asylum seekers and refugees
  • Assist and follow up on the induction of newcomers to ensure their integration in the team
  • Provide or contribute in trainings, workshops and meetings related to quality issues in the processing of vulnerability assessments
  • Identify the training needs of the team and propose trainings on the core aspects of vulnerability, reception procedures or specialised trainings as deemed necessary
  • Participate to meetings organised by the measure coordinator on a regular basis
  • Attend meetings with the National Reception authorities to discuss challenges and/or results of conducted assessments
  • Perform all tasks in coordination and cooperation with other Quality Assurance Support Officer – Vulnerability
  • Keep up to date with the latest projects and initiatives undertaken by national authorities in the field of vulnerability and special needs
  • Report on a regular basis as per EUAA reporting systems
  • Perform other job-related duties as necessary or as assigned by the Field Coordination Support Officer and by the Measure Coordinator.

Selection criteria

Essential:

  • University degree is required, preferably in the field of humanitarian and/or social studies
  • Minimum 3 years of experience in first line activities in reception centres and/or in relation to asylum for applicants for international protection, preferably with vulnerable groups
  • Good knowledge of the legal international & European framework regarding international protection and the Common European Asylum System
  • Good intercultural communication skills and organisational skills
  • Being flexible and able to work in different settings with capability to work in multi-disciplinary teams in a multi-cultural environment
  • Experience in working under pressure by keeping strict deadlines and managing multiple tasks simultaneously
  • Good interpersonal and presentation skills, coupled with organisation and planning skills and a high problem-solving ability
  • Computer literate, including MS Office applications (Word, Excel), use of internet and web-based applications
  • Fluent in English (oral and written)

Advantageous:

  • Holding a bachelor’s degree in social work is considered advantageous;
  • Relevant post-graduate degree will be considered as an asset;
  • Previous direct experience with asylum seekers belonging to vulnerable groups;
  • Good knowledge of the Maltese Migration context;
  • Experience in coping with potentially stressful and tense situations;
  • Previous experience in coaching staff would be advantageous;
  • Being able to maintain a high level of confidentiality;
  • International experience is advantageous.

Remuneration

The position falls in hierarchical Category IV and the associated salary is €40,873.56 gross annually in twelve monthly installments.
