1. The Job
Scientific Officers are scientifically trained professionals who will work in multidisciplinary teams managing or supporting different scientific/technical regulatory processes foreseen by the Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), the Regulation on the Classification, (CLP) as well as the Biocidal Products Regulation (BPR) and other related regulations (e.g. POP, Water Framework Directive). Upon recruitment, staff generally start working in one area of work, but will be expected during their career in the Agency to develop skills to enable them to work in multiple areas.
The Scientific Officer will work in multidisciplinary teams evaluating and developing scientific and technical information on ecotoxicity, exposure and risks of chemical substances to the environment.
The main areas of work include:
- Supporting and contributing to the technical and scientific development and/or evaluation of hazard and risk assessment of chemical substances and products under REACH, CLP and BPR processes as well as related regulatory processes for chemicals management (e.g. support to POP Regulation and Water Framework Directive). This includes support and management of the respective regulatory processes, Member States Competent Authorities, Committees and the Forum, working groups and expert groups;
- Assessing and providing expert opinions on ecotoxicology and environmental fate, the relevance and reliability of experimental studies, justifications for use of rules for adaptation of information requirements, assessing and evaluating non-testing information, relevance and conclusions made in the environmental effect, PBT assessment and risk characterisation;
- Assessing the environmental hazard profile of chemical substances (e.g., in relation to the classification, PBT/vPvB –criteria, endocrine disruptor properties);
- Managing and contributing to projects related to hazard and risk assessment of chemical substances and products;
- Evaluating the compliance with REACH information requirements of registration dossiers or testing proposals submitted by industry;
- Contributing to the coordination and technical/scientific support to the work performed by Member States on substance evaluation, identification of substances of Very High Concern and harmonised classification and labelling;
- Providing technical/scientific support to the POP Regulation, including drafting and commenting dossiers for identification of new POPs and reporting;
- Participating in the development, updating and revision of the Agency’s supporting activities and IT tools as well as relevant guidance documents;
- Preparing, managing and follow-up of the meetings of ECHA’s Committees, relevant working groups and expert groups including support to their Chairs, rapporteurs and dossier submitters.
2. Minimum Qualifications
To qualify for this profile, you must have completed university studies of at least three (3) years attested by a diploma and appropriate professional experience of at least one (1) year.
Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognised as equivalent by the relevant EU or EEA Member State authorities will be accepted.
3. Selection criteria
If you meet the eligibility criteria set out in section 2, you will be assessed on the basis of the following selection criteria. The candidates who are judged to be the most suitable on the basis of the selection criteria will be invited to undergo a written test prior to the interview.
- Your academic and professional qualifications and their relevance to the main areas of work listed in section 1. Preference will be given to qualifications obtained in the following fields:
- Your professional experience: the range of fields covered; the type and level of work done and its relevance to the areas of work listed in section 1.
The following will be considered as assets:
- Scientific publications and practical experience in conducting experimental studies relevant to ecotoxicology, environmental fate, and/or risk assessment;
- Experience with either preparing regulatory dossiers (e.g. REACH, CLP, BPR, POP) or industry support documents such as technical manuals, support and advice material relevant for regulatory purposes (in relation to chemical management systems);
- Experience in conducting risk assessment for chemicals at national or community level;
- Work experience gained in a similar multicultural environment. Preference will be given to work experience abroad.
The academic and professional qualifications, professional experience and experience considered as an asset must be described as precisely as possible in your application.
