Director of General Services – Secretariat of the Parliamentary Assembly

(Two year fixed-term contract with strong probability of renewal)(Grade A6-A7)

Are you a seasoned senior manager with the leadership skills to control a Directorate with a broad mandate? Do you have the knowledge and gravitas to advise the Secretary General of the Parliamentary Assembly? Then you can play an influential role within an international organisation that brings together 47 member states and 2000 passionate employees to protect and promote human rights, democracy and the rule of law throughout Europe and beyond.

Embedding a strong focus on results across the Secretariat, you will promote cross-departmental work to create synergy, contribute to shaping policies and strategies and provide guidelines to senior managers, whilst controlling significant human and financial resources. Equally importantly, you will forge close and productive links with the European Parliament, national legislatures, the media and civil society partners, giving you an exceptionally high profile, and will make certain that all stakeholders are fully aware of our vital activities. Finally, you will act as Co-Director of the European Centre for Parliamentary Research and Documentation (ECPRD), creating a valuable resource for good governance across the continent.

To be equal to the challenge, you will need:

  • A postgraduate qualification in law, politics, economics or another relevant discipline. Exceptionally, the degree or qualification requirement may be waived if the candidate has equivalent professional experience;
  • Extensive senior management experience within a parliamentary institution or international organisation
  • Comprehensive knowledge of international politics, parliamentary co-operation and European bodies including the Council of Europe and the European Union
  • A strong strategic vision and outstanding planning and negotiating skills
  • Full fluency in both English and French, enabling you to operate in either language, both orally and in writing
  • Familiarity with the Parliamentary Assembly and ECPRD would be useful but not essential, as would a command of German, Italian or Russian, the other working languages of the Assembly.
