Salary: Maximum: €83,740/ Minimum: €67,659

Employment details: Full time/ Permanent, subject to 12 month probation. 

Role Summary: The CCPC is seeking to recruit a Head of Policy to work in Policy Division. This is an opportunity for a motivated professional with demonstrated experience of both assessing and developing policy. The role requires strong leadership and management skills and given the breadth of the CCPC’s remit, the role holder will need to demonstrate the drive and adaptability to work in a dynamic environment.

The Head of Policy will manage the delivery of the Unit’s annual work plan to ensure that the CCPC is considered a strong and respected “voice for competition and consumers”. You will be responsible for managing a small multi-disciplinary team who work across all sectors of the economy in relation to competition and consumer protection matters. You will be required to lead the development of policy positions and to influence external stakeholders to ensure that consumer protection and competition issues are given due consideration. You will also be required to consult across the wider organisation in developing policy positions.

This role is directly related to deliver the CCPC’s Strategic Goal 3: ‘We will work to influence public debate and policy development, promoting competition and highlighting the interests of consumers’. In fulfilling this Strategic Goal, the Division’s overall duties include:

  • Preparing CCPC position papers on competition and consumer protection issues
  • Preparing CCPC positions in relation to matters for consideration by Government and consultation responses
  • Considering and responding to consumer and business complaints
  • Engaging with external stakeholders such as sectoral regulators, Government departments and public representatives
  • Participating in cross-divisional projects
  • Conducting Market Studies - examples available at www.ccpc.ie/business/research/market_studies
  • Coordinating the CCPC’s response to Brexit and its international activities
  • Leading on the design and delivery of the CCPC’s market research programme
  • Working closely with the CCPC’s Digital Issues internal working group

Key Responsibilities

  • Delivering the CCPC’s priorities in a manner that includes effective delegation, strong project management and ongoing review
  • Engaging in an annual strategic and operational work planning process within the team and wider organisation
  • Leading on or contributing to the CCPC market studies
  • Ensuring the Policy Unit monitors the external environment to identify opportunities for the CCPC to influence policy development and respond to issues of concern
  • Supporting and reviewing the effectiveness of the team with a focus on delegation, training and continuous improvement
  • Ensuring high standards across the Unit’s work, focussing on accuracy of analysis, clarity of communications (both written and verbal) and robustness of findings
  • Supporting the ongoing management of corporate activities including work plan reporting, metrics, risk management, GDPR, PMDS etc.
  • Leading and supporting cross-Divisional initiatives as required by the CCPC

Technical and Professional Requirements

It is required at a minimum that candidates demonstrate the following:

  1. Third level qualification in economics, law, social science, policy or other relevant discipline
  2. At least four years’ experience of public policy appraisal
  3. Knowledge of the Irish public sector, EU institutions and the legislative process
  4. Proven ability in developing and delivering strategic and operationally focused work programmes
  5. Proven application of strong research, analytical and critical evaluation skills,
  6. Track record of being a self-starter with a strong results orientation with ability to meet demanding deadlines
  7. People management experience to include leading and supporting a team delivering multiple projects/tasks
  8. Demonstrable communications skills, both written and verbal
  9. Influencing skills including the ability to develop and maintain productive and engaging relationships with colleagues and a broad range of stakeholders

Desirable

  1. Knowledge of consumer and/or competition related legislative environment, issues and challenges
  2. Knowledge of digital markets and their impact on consumer and/or competition issues
  3. Ability to plan and oversee projects that require primary and secondary research/analysis in order to deliver new policy positions.
