Cardno Emerging Markets (Cardno) is recruiting an experienced multi-disciplined, development professional in the full-time role of Framework Manager, to ensure rapid response to Requests of Services, active participation and successful preparation of offers; efficient management of implementation.
About the role
The incumbent shall provide business development and management inputs with primary focus on the following framework contracts implemented by Cardno:
- EC SIEA FWC 2018: Lot 2 – Infrastructure, sustainable growth and jobs;
- Policy Support Facility for the Implementation of EU Foreign Policy - PSF 2019 Worldwide - LOT 3 - Trade and market access.
The incumbent shall also support the implementation of:
- EC SIEA FWC 2018: Lot 1 – Sustainable Management of Natural Resources and Resilience (dedicated input); Lot 3 – Human Rights, Democracy and Peace; and Lot 4 – Human Development and safety net, as needed;
- Other potential EC Technical Assistance contracts or Framework contracts/opportunities.
The duties and responsibilities of the role will entail in particular:
FWC management
- Management of the procurement process and liaison with partners, contracting authorities and counterparts. Ensuring compliance and adherence to the operational setup;
- Preparation and furnishing of fully-fledged, competitive, high standard offers in response to incoming Requests for Services;
- Efficient management and backstopping during implementation, and specifically:
- Business development and tender processes for securing the new framework contracts;
- Work efficiently as part of a team.
Corporate
- Contribute to corporate thinking and the strategic development of the company;
- Project Cardno as a professional company of integrity, delivering quality services;
- Adopt a conduct that optimises the cooperation of all staff in the achievement of corporate objectives.
The office location of the position is flexible and the new recruit can be based in any of the Cardno’s offices in Brussels, London or Haddenham (Buckinghamshire); the role also allows some flexibility to work from home. The precise office base and work pattern will be agreed with the successful candidate.
About you
The ideal candidate will possess as a minimum the following educational background and experience:
- University degree (preferably Master’s level) in a subject relevant to international development;
- Experience in international development, cooperation and project management and proven track record in winning and successfully managing international development projects;
- Possessing experience in managing Framework contracts and/or EC-financed technical assistance assignments at procurement and implementation stages, will be considered an advantage;
- Ability to thrive in a fast-paced commercial environment with serial deadlines;
- Ability to work within a team;
- Fluency in English and proficiency in French are a must.
