The overall objective of the programme, with the total budget of 55.5 MEUR for the period of 12th December 2018 until 12th December 2023 is to improve Public Finance Management (PFM) in Ukraine, thereby ultimately improving public service delivery and the business climate. The EU assistance on PFM will provide a major impetus to the implementation of the Government PFM strategy. The main beneficiaries are the Ministry of Finance of Ukraine, State Tax Service and the State Customs Service of Ukraine. Following the adoption of the EU programme “Public Finance Management Support Programme for Ukraine - (EU4PFM)” in November 2017 by the European Neighbourhood Instrument’s Committee, the Central Project Management Agency (hereafter – CPMA) was identified to implement the Programme’s Component 3 and Component 4 (hereinafter – the Action). Component 3 is “Revenue mobilisation” that has as specific objective “Support the further development of a modern, efficient and fair revenue collection system”, Component 4 is “Horizontal functions and governance“ that has as specific objective “Support relevant PFM institutions in the enhancement of their organizational capacities". The allocated budget to CPMA for the implementation period of the Action is 29.5 MEUR, of which 0.5 MEUR is the co-funding of the Republic of Lithuania, to be implemented during the period 19 December 2018 – 18 December 2022.
The Action is based in Kyiv, Ukraine and deploys a team composed of a number of International and National Key-Experts (hereafter - IKEs and NKEs respectively) for the whole duration of the Action, as well as medium-term and short-term experts.
CPMA is looking for a Long term Project Team Leader/International Key Expert 1 (hereafter – TL/IKE) for the implementation of the Action i.e. EU4PFM Component 3 and 4 related activities in Ukraine. The relations with the CPMA will be governed by an employment contract with a maximum duration till the 19th December 2022.
CPMA is looking for an experienced, professional, self-motivated person who can work effectively in a dynamic and changing environment and manage people and processes in order to reach the targeted results with high quality in a timely manner. Interested candidates should preferably be experienced in managing large-scale international cooperation projects. The position requires integrity, innovation, problem-solving skills, professionalism, strong interpersonal skills and the ability to lead others. The TL/IKE 1 will manage and coordinate the work of the Kyiv office staff, other IKEs and NKEs as well as the visiting international and national medium and short-term experts in Ukraine in close cooperation with the CPMA’s Project Team and the main donor European Union Delegation to Ukraine (EUD to Ukraine). The TL/IKE 1 role involves coordination of and with the other IKEs and NKEs, Ukrainian stakeholders, the donors in Ukraine.
The CPMA leads the Action’s implementation. The Project Team will be based in Kyiv including the TL/IKE 1, other IKEs (on tax, customs, other), the NKEs and the Kyiv office staff.
CPMA encourages a horizontal and transparent organisation based on trust and independent work of experts/consultants.
The TL/IKE 1 will oversee the entire Action and coordinate Components 3 and 4 seeking to ensure coherence of the activities. He/she will support the Ukrainian beneficiary institutions in the activities foreseen for the Components 3 and 4. He/she will be based in Kyiv and will closely coordinate the work with the EUD to Ukraine as well as the CPMA Project team. The TL/IKE 1 will have overall responsibility for the implementation of Components 3 and 4 activities, will ensure that it goes according to the established Workplan, in accordance with the budget and with a high level of quality and effectiveness. He/she will oversee and coordinate the contributions of IKEs and NKEs, medium/ short-term experts as well as consultants' deliverables. The TL/IKE 1 shall monitor and manage risks and work collaboratively to solve issues that may arise during implementation of the Action.
The TL/IKE1 will work in close cooperation with the CPMA Project team in Vilnius (Project managers and the Financial officer) as well as the EUD to Ukraine and share information about the progress of the Action

The aforementioned assignments shall be planned and carried out working together with the CPMA Project Team and the assigned responsible in the EUD in Ukraine. The TL/IKE 1 and his/her team reside in Kyiv, Ukraine.
The EU4PFM programme is a contribution to the Ukrainian PFM sector reform, therefore, the ability to properly respond and adapt to the constantly changing situation in Ukraine is of major importance. In the event of any inconsistency between the aforementioned functions and the time limits for its completion, priority shall be given to consult the donor of the Action and the CPMA Project team.
