PROGRAMME/PROJECT DESCRIPTION

The overall objective of the programme, with the total budget of 55.5 MEUR for the period of 12th December 2018 until 12th December 2023 is to improve Public Finance Management (PFM) in Ukraine, thereby ultimately improving public service delivery and the business climate. The EU assistance on PFM will provide a major impetus to the implementation of the Government PFM strategy. The main beneficiaries are the Ministry of Finance of Ukraine, State Tax Service and the State Customs Service of Ukraine. The reform areas for the EU support programme in the area of public finance are as follows:

  1. Support relevant national institutions in the improvement of budget preparation, implementation and control;
  2. Contribute to the better management of public expenditures in the areas of public investments, fiscal risks and payroll management;
  3. Support the further development of a modern, efficient and fair revenue collection system (tax and customs administration) and Financial Investigation Service;
  4. Support relevant PFM institutions in the enhancement of their organizational capacities.

Following the adoption of the EU programme “Public Finance Management Support Programme for Ukraine - (EU4PFM)” in November 2017 by the European Neighbourhood Instrument’s Committee, the Central Project Management Agency (hereafter – CPMA) was identified to implement the Programme’s Component 3 and Component 4 (hereinafter – the Action). Component 3 is “Revenue mobilisation” that has as specific objective “Support the further development of a modern, efficient and fair revenue collection system”, Component 4 is “Horizontal functions and governance“ that has as specific objective “Support relevant PFM institutions in the enhancement of their organizational capacities". The allocated budget to CPMA for the implementation period of the Action is 29.5 MEUR, of which 0.5 MEUR is the co-funding of the Republic of Lithuania, to be implemented during the period 19 December 2018 – 18 December 2022.

The Action is based in Kyiv, Ukraine and deploys a team composed of a number of International and National Key-Experts (hereafter - IKEs and NKEs respectively) for the whole duration of the Action, as well as medium-term and short-term experts.

ORGANISATION

CPMA is looking for a Long term Project Team Leader/International Key Expert 1 (hereafter – TL/IKE) for the implementation of the Action i.e. EU4PFM Component 3 and 4 related activities in Ukraine. The relations with the CPMA will be governed by an employment contract with a maximum duration till the 19th December 2022.

CPMA is looking for an experienced, professional, self-motivated person who can work effectively in a dynamic and changing environment and manage people and processes in order to reach the targeted results with high quality in a timely manner. Interested candidates should preferably be experienced in managing large-scale international cooperation projects. The position requires integrity, innovation, problem-solving skills, professionalism, strong interpersonal skills and the ability to lead others. The TL/IKE 1 will manage and coordinate the work of the Kyiv office staff, other IKEs and NKEs as well as the visiting international and national medium and short-term experts in Ukraine in close cooperation with the CPMA’s Project Team and the main donor European Union Delegation to Ukraine (EUD to Ukraine). The TL/IKE 1 role involves coordination of and with the other IKEs and NKEs, Ukrainian stakeholders, the donors in Ukraine.

The CPMA leads the Action’s implementation. The Project Team will be based in Kyiv including the TL/IKE 1, other IKEs (on tax, customs, other), the NKEs and the Kyiv office staff.

CPMA encourages a horizontal and transparent organisation based on trust and independent work of experts/consultants.

THE ROLE OF THE TL/IKE 1 on the EU4PFM Components 3 and 4

The TL/IKE 1 will oversee the entire Action and coordinate Components 3 and 4 seeking to ensure coherence of the activities. He/she will support the Ukrainian beneficiary institutions in the activities foreseen for the Components 3 and 4. He/she will be based in Kyiv and will closely coordinate the work with the EUD to Ukraine as well as the CPMA Project team. The TL/IKE 1 will have overall responsibility for the implementation of Components 3 and 4 activities, will ensure that it goes according to the established Workplan, in accordance with the budget and with a high level of quality and effectiveness. He/she will oversee and coordinate the contributions of IKEs and NKEs, medium/ short-term experts as well as consultants' deliverables. The TL/IKE 1 shall monitor and manage risks and work collaboratively to solve issues that may arise during implementation of the Action.

The TL/IKE1 will work in close cooperation with the CPMA Project team in Vilnius (Project managers and the Financial officer) as well as the EUD to Ukraine and share information about the progress of the Action

Mission of the TL/IKE 1

  • Overall responsibility for EU4PFM activities related to supporting the further development of a modern, efficient and fair revenue collection system in Ukraine;
  • Lead and coordinate delivery of EU4PFM Components 3 and 4, in line with the Action's results and the agreed work plan.

Duties and Responsibilities of the TL/IKE 1

Summary of Key Functions:

  1. Lead and coordinate activities and delivery of the EU4PFM's Components 3 and 4;
  2. Providing strategic expert advice to UA counterparts on revenue mobilisation reforms, as specified in the Action's results and the relevant agreed work plan;
  3. Overseeing, recruiting and coordinating the work of specialized expertise in revenue mobilisation;
  4. Closely coordinate and overseeing horizontal activities under the Component 4 (HR, IT, organisational reform), including the management of the IT Support Fund focusing on the achievement of the expected results of the EU4PFM programme.

The following is a preliminary outline of tasks that will be the responsibility of the TL/IKE 1.

a) Strategic Management: Overall supervision of the effective implementation of Components 3 and 4 through inter alia:

  • Oversee the development of the Action's work plan that contributes to the delivery of outputs under Components 3 and 4 of EU4PFM, oversee their timely delivery and take corrective action, as necessary;
  • Oversee and manage the budget of Components 3 and 4 of EU4PFM, in support of the overall financial management responsibilities of the CPMA Project Team;
  • Oversee and manage the delivery of the Action monitoring and evaluation plan to ensure regular and effective monitoring and evaluation of the Components 3 and 4 of EU4PFM, including the initial development of appropriate baselines and targets in the Action Logframe;
  • Oversee risks/issues identification and establish its management;
  • Oversee and manage the reporting on the Action and prepare relevant reporting outputs, as necessary.

b) Strategic expert advice on revenue mobilisation:

  • Provide strategic expert advice to UA counterparts (MOF, STS, SCS, future Financial Investigation Service, and other relevant public bodies) on revenue mobilisation reforms (eg. primary and secondary legislation, methodological issues, business processes) and organisational reforms of relevant public bodies;
  • Provide substantial inputs into policy debates and share best practices in revenue mobilisation and relevant organisational reforms with all relevant stakeholders.

c) Oversight and coordination of Action's activities (including horizontal issues):

  • Overseeing the recruitment and coordinating the work of specialized expertise related to revenue mobilisation reform;
  • Overseeing the delivery of horizontal activities under the Component 4 (HR, IT, organisational restructuring) in line with the agreed work plan;
  • Coordinate with the EUD in Ukraine, other EU4PFM implementers, and other relevant EU programs (EU4PAR) and programs of other international partners of Ukraine active in revenue mobilisation, to avoid duplication of activities.

d) Representation, knowledge sharing and reporting:

1. Act as the CPMA’s Focal Point for the development and implementation of the Component 3 and 4 of the EU4PFM programme, focusing on the achievement of the following results:

  • Position CPMA as a key partner in the development and implementation of the Action, including by providing robust technical expertise on a range of Action related issues including but not limited to implementation of the EU Convention against Corruption, anti-corruption initiatives;
  • Represent CPMA in meetings with the EUD in Ukraine and other donors involved in the PFM reform in Ukraine;
  • Prepare regular briefs for sharing with CPMA senior management and international partners of Ukraine on the development and implementation of the Component 3 and 4 of the EU4PFM;
  • Prepare Reports (Monthly, Progress, Final) of the implementation of the Action;
  • Ensure that the accountability, transparency and integrity principles are integrated into programming and policy of the Components 3 and 4, as appropriate, also when advising the beneficiaries;
  • Ensure integration of gender, environmental and other cross-cutting aspects into activity planning for Components 3 and 4.

2. Promote networking and knowledge sharing within the Ukraine institutional partners and beneficiaries, the main donor in Ukraine and the CPMA, focusing on the achievement of the following results:

  • Coordinate closely with other EUD and other donor (e.g. Germany via GIZ, WB, IMF, USA and other) funded programmes and projects to enhance integration and ensure coherence in the revenue mobilisation reform;
  • Be the focal point on revenue mobilisation reform for the EUD and CPMA Project Team.

REQUIREMENT FOR THE POSITION

The TL/IKE 1 should have the following profile:

Qualifications and skills

  • University diploma (preferably in finance management, economics, law or public administration);
  • An excellent command of both written and spoken English as well as solid knowledge of Ukrainian and/or Russian;
  • Excellent knowledge and understanding of the tax and other PFM areas;
  • Proactive approach and outgoing personality, results-driven;
  • Excellent, proven organisational, people, project management skills, in a multicultural environment;
  • Proven capacity to establish effective working relations with public authorities, including at senior level and to ensure an efficient co-operation with the EUD;
  • Excellent analytical skills;
  • Computer literate;
  • Excellent communication and reporting (written and oral) skills;
  • Proven track record of providing adequate visibility to projects and their achievements.

General professional experience

  • Minimum 15 years of general professional experience.

Specific professional experience

  • Extensive, minimum 10 years, both domestic and international work experience in public administration with a proven track record of delivering results that made a difference;
  • Extensive, minimum 10 years both domestic and international work experience in senior managerial positions in the field of public finance management reforms (preferably in tax area);
  • Experience in the field of customs would be an asset;
  • High-level management experience in either management of a tax or customs agencies or with political responsibility in those areas as e.g. Minister or deputy Minister would be a strong asset;
  • Proven team management experience;
  • Experience in policy formulation, research and reporting;
  • Experience as project manager/leader in complex international projects providing advisory and/or technical assistance;
  • Experience in providing advisory and/or technical assistance to implement revenue mobilisation reforms would be an asset.

The aforementioned assignments shall be planned and carried out working together with the CPMA Project Team and the assigned responsible in the EUD in Ukraine. The TL/IKE 1 and his/her team reside in Kyiv, Ukraine.

The EU4PFM programme is a contribution to the Ukrainian PFM sector reform, therefore, the ability to properly respond and adapt to the constantly changing situation in Ukraine is of major importance. In the event of any inconsistency between the aforementioned functions and the time limits for its completion, priority shall be given to consult the donor of the Action and the CPMA Project team.
