Responsible to: Regional Director, Europe Support Centre
Location: Flexible - Geneva (Switzerland) or Brussels (Belgium) office of the World Scout Bureau, Europe Support Centre
Duration: 5 years (renewable)

Summary

This role provides, in coordination with trained consultants (staff and volunteers), tailored support to NSOs, through the WOSM Services in Good Governance, Growth, GSAT – WOSM’s Quality Standard and Impact Assessment.

In addition, the role carries specific responsibility for several tasks and objectives within the ESR including the operationalisation of the Monitoring and Evaluation (M&E) holistic framework, support the coordination of the WOSM Services in the Region and support the development of the next Regional Scout Plan.

Role description

Key responsibilities

WOSM Services

  • Ensure the deployment and monitoring of Services in the areas of:
    • Good Governance - strategic planning, monitoring & evaluation, financial and risk management, best practices in National Board management;
    • Growth - reinforcing growth strategies and initiatives across the Region;
    • GSAT - WOSM’s Quality Standard to support NSOs in achieving and complying with international best practices;
    • ompact Assessment - continue the development and coordinate the roll-out of a dedicated Service.
  • Support trained staff and volunteers to deliver the above Services to NSOs;
  • Support the coordination of the WOSM Services across the Region in collaboration with the Director of Scouting Development.

Monitoring and Evaluation

  • Operationalise the M&E holistic framework of the World Scout Bureau, i.e. ensuring M&E plans are in place, timely data collection, analysis and reporting on such topics as:
    • M&E of implementation of the regional sustainability plan and specific measures;
    • M&E of Safe from Harm compliance with the WOSM Constitutional requirement;
    • M&E of Diversity and Inclusion (D&I) plans and strategies across NSOs.
  • Coordinate the process to develop, monitor and evaluate and report on the Region Scout Plan, within the overall framework of WOSM’s Strategy for Scouting;
  • Take on the role of M&E champion of the Region, which involves being a focal point on M&E, promoting M&E culture, and providing input and feedback on M&E tools and training packages.

Team and culture

  • Support dedicated working groups of regional volunteers within the Operational Framework;
  • Liaise with counterparts in the World Scout Bureau’s Thematic Team for Organisational Development;
  • Streamline organisational development support across the regional staff team;
  • Undertake any other tasks as requested by the Regional Director.

Internal and External Relations

  • Work together with staff of the World Scout Bureau European Support Centres – (Geneva, Brussels, and any remote colleagues);
  • Work together with staff of the World Scout Bureau Global and Regional Support Centres;
  • Work together with trained regional consultants and volunteers of the Operational Framework;
  • Work together with representatives of National Scout Organizations in ESR.

Requirements

The successful candidate will have experience in working in a team focused on coordinating and delivering support initiatives in a members driven and volunteers lead non-profit organisation. Hands-on experience with capacity strengthening in the non-profit sector is essential for this role.

Qualifications and experience

  • Relevant degree in social sciences, business management, project management or international development, or able to demonstrate equivalence through experience;
  • At least 3 years of work experience in a non-profit, NGO or international organization with experience in:
    • capacity strengthening (e.g. risk management, strategic PME, strengthening board capacity, impact assessment, membership development);
    • working on good governance and/or assessing compliance or quality in non-profits;
    • supporting monitoring and evaluation functions for medium to large scape projects and/or initiatives.
  • Experience in handling complex projects which require cross-team collaboration working strategically, building rapport, and communicating effectively across multiple country contexts;
  • Experience in working with volunteers as a professional staff (required).

Desired knowledge and skills

  • Understanding of organisational capacity strengthening in a non-profit context;
  • Expertise in one or more of the following areas is an asset:
    • Good governance principles and compliance;
    • Membership growth & development strategies;
    • Monitoring and Evaluation;
    • Impact Assessment;
    • Planning and delivering training sessions.
  • Data driven and able present data, draw trends and provide analysis;
  • Ability to write clear reports and concept papers;
  • Ability to work and co-operate within an international and multi-cultural framework;
  • Ability to balance multiple tasks and work well independently and collaboratively;
  • Ability to communicate effectively in English (written/spoken). Literacy in any other WOSM language would be considered an asset;
  • Demonstrable advanced computer literacy.

The World Scout Bureau offers a range of tangible and intangible working benefits:

  • Salary in line with international non-governmental organisation standards, based on experience;
  • The position location is flexible to be based in Geneva (Switzerland) or Brussels (Belgium) office of the World Scout Bureau, Europe Support Centre;
  • The holiday entitlement is 25 days per year plus Belgian or Swiss public holidays.
