If you have a research or consultancy background and an interest in how public policies can help make the Internet a safer place, and the wider issues of digital policy and internet regulation, we may have the new role you have been looking for. Strong demand for our services means we are expanding our digital policy team and are looking for enthusiastic researchers and analysts who are interested in how public policy can be used to tackle online harms, and working on the wider issues of internet regulation that policy-makers in the EU and elsewhere are trying to tackle.

Much of our work in this area is for EU institutions. The EU has set out an ambitious digital policy agenda for the years ahead; ICF is retained by the European Commission to provide expert research and advisory services on digital policy and in many other related areas of policy. We also work for many of the EU’s specialist agencies, and for government and other organisations in the UK. Examples of our recent and current assignments are: research on the digital principles that will guide EU digital rules and regulations, several studies on how to strengthen action against child sexual abuse material online, and impact assessments of proposed EU legislation on regulating online platforms.

Our economists, lawyers, social scientists, natural scientists, governance specialists, and data analysts conduct qualitative and quantitative analysis, provide strategic advice and evaluate what works. We have active programmes of work across a wide range of policy areas, from obesity to migration, climate change to health, gender equality to environment, and education to humanitarian aid.

The role

In this role you will:

  • Bring your understanding of digital policies, such as internet safety, regulation of digital platforms, identity and security to the design and delivery of research studies, evaluations and impact assessments for the European Commission, EU agencies and other ICF clients;
  • Use your expertise in social research, economic analysis, data analytics or legal research to identify appropriate ways to refine and tackle the relevant research questions;
  • Conduct research and analysis, develop findings and recommendations, and prepare reports that meet our clients’ requirements;
  • Work collaboratively as part of project teams, making best use of the skills and resources available to meet project objectives;
  • Communicate results and insights to create impact.

Skills and experience

You will have:

  • A strong academic track record, likely to include degree/postgraduate qualifications in social science, economics, law, or technology;
  • A demonstrable interest in and understanding of digital policy issues, potentially including online harms, privacy and identity;
  • Some experience of working in a project-based environment, whether in consultancy, think-tank or research;
  • Strong research and analytical skills;
  • Excellent communication skills, including good written English;
  • Good inter-personal skills and an ability to work collaboratively as part of a tea.
