MISSION DESCRIPTION

The jobholder will be part of a Human Resources team and be mainly responsible for the coordination of the career development and training team under the supervision of the Head of Sector HR and the Head of Unit HR, IT & Logistics.

TASKS

Strategic planning and analysis of training
• Devise learning needs analysis framework for the Agency, collate all data as necessary
• On the basis of the analysis, formulate a Learning and Development strategy, which should propose an annual and multi-annual vision for Learning and Development;
• Provide feedback on the achievements to the hierarchy;
• Evaluate the impact of learning and development on competencies and performance of the Agency
• Act as internal Coach / Career Guidance officer for management and staff

Human Resources management
• Coordinate, plan and monitor the activities in the HR career development cell.
• Coach the HR officers in the cell, and ensure timely delivery of work;
• Provide coaching to other HR coordinators as appropriate;
• Act as backup to the HR coordinator – Staff Administration.
• Oversee the actions of the Team's HR Officers in the logistical organisation and management of training actions (both practical and in EU Learn);
• Support and coach the Team's HR Officers in their duties as COFO;
• Act as liaison and point of contact for information on training within the Agency and with other DGs and training actors (e.g. HR, DIGIT, EAS, EUSA).

Budget management
• Manage the budget lines allocated to training activities in respect of the financial rules and regulations;
• Monitor and report throughout the year on expenditures on the budget lines;
• Manage the Agency's training strategy, including calls for tender and award of contracts and liaison with training providers.

Career development management
• Supervise that intermediate and probation reports are launched appropriately and in a timely manner;
• Follow-up and report on the probation process and provide relevant data to hierarchy;
• Ensure the launch and follow-up of the annual appraisal exercise for the Contract Agents and Temporary Agents.
• Assist the Head of Sector HR in the organisation, implementation and execution of the reclassification exercise by providing all relevant data and advice to management;
• Act as secretariat to the Appeal board in cases of appeal of probation or appraisal decisions.

SELECTION PROCEDURE

A - Written tests (30 min)
A case study in English which is designed to test:
• your knowledge in the field of the profile;
• your ability to understand, analyse and summarise;
• your drafting ability.
This test will be marked out of 40 (pass mark: 20).
Time allowed: 30 minutes
B – Oral test (30 min)
Interview with a selection board in English to assess:
• your suitability to carry out the duties of a HR Career Development & Training Coordinator
• Your specialist knowledge in the field
• Your communication, inter-personal and problem-solving skills
• Your general knowledge about the CINEA and related policies
This test will be marked out of 100 (pass mark: 50).
Both the oral and written tests will be combined on a total of 140. Pass mark: 91 out of 140.
Candidates receiving at least the pass mark (91 out 140), all tests combined, will be included in the reserve list of suitable candidates. Please note that inclusion in the reserve list does not guarantee recruitment.
The Agency may have a second interview with the candidates in the reserve list.

APPOINTMENT AND CONDITIONS OF EMPLOYMENT

The jobholder will be assigned on the basis of a shortlist proposed by the selection committee.
The jobholder will be recruited as temporary agent, in the grade AST3, pursuant to Article 2f of the Conditions of Employment of Other Servants of the European Communities (CEOS) of the new Staff Regulations which is into force since the 1st January 2014. The salaries of temporary agents are subject to a community tax deducted at source. They are exempt from national tax. The European institutions have their own social security and pension scheme. The basic monthly salary, before any deductions or allowances, at 1 July 2020 for grade AST3, first step is 3.841,17€.
The jobholder will serve a probation period of nine months.
The initial contract will be for a duration of 2 years and may be renewed.
The place of employment will be Brussels where the Agency has its activities.
For reasons related to the Agency's operational requirements, the candidate will be required to be available at short notice.

Candidate criteria

ELIGIBILITY CRITERIA

A. Eligibility criteria
- A level of post-secondary education attested by a diploma and after having obtained the diploma, 6 years of professional experience acquired in positions related to the profile of the post;
- Or a level of secondary education attested by a diploma giving access to post-secondary education and after having obtained the diploma, 9 years professional experience acquired in positions related to the profile of the post;
- To have a thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.

In addition, in order to be eligible, a candidate must:
- be a national of one of the Member States of the European Union;
- be entitled to his/her full rights as citizen;
- meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
- have fulfilled any obligations imposed by the applicable laws concerning military service, and;
- be physically fit to perform the duties linked to the post.

SELECTION CRITERIA

B. Selection criteria
Essential:
• Professional experience of at least 3 years in human resources
• Good drafting, co-ordination and problem-solving skills.
• Excellent command of the English language (C1).

Advantageous:
• Certification as Career Guidance Officer and /or Coach delivered by an accredited entity
• Knowledge of European Union Institutions and policies in the HR field.
• At least 3 year professional experience in the field of training and/or career development,
• Good knowledge of French language (B2)

Personal qualities essential for the position (evaluated during the interview):
• Problem solving and analytical skills as well as ability to work under pressure.
• Good interpersonal and communication skills.
• Proven ability to work as a team member.
• Ability to identify and mange priorities and work under pressure.

The Agency will invite to an interview and written test phase the best candidates, with a maximum of 10 candidates invited.
