The position is located in the Office of Secretary- General’s Envoy on Youth. The Programme Management Officer reports to the Senior Public Information Officer (SG Envoy on Youth).

The Office of the Secretary-General's Envoy on Youth (OSGEY) plays a lead role in the UN's efforts on youth development, focusing on raising international awareness of and bringing attention to promoting youth rights and stronger youth participation in formulating, implementing and evaluating the various development, peace and security, human rights and humanitarian frameworks. Advocating and effectively communicating with other UN Agencies/Departments, UN Country Teams, International Organizations, Member States, Media, Civil Society and most importantly young people and youth organizations all over the world is core to OSGEY’s work.

OSGEY plays a lead role in advancing the roll-out, implementation and monitoring of the UN Youth Strategy, "Youth2030", that guides the entire UN System’s work with and for young people and seeks to facilitate increased impact and expanded global, regional and country-level action to address the needs, build the agency and advance the rights of young people around the world. A Youth2030 Secretariat has been established in OSGEY to support system-wide coordination of Youth2030 implementation.

The focus of this job is the support planning, research and capacity building efforts on Youth 2030.

The incumbent reports to the Secretary-General’s Envoy on Youth. This position is available immediately for a period of up to six (6) months with the possibility for extension.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

•Participates in the development, implementation and evaluation ofYouth2030, including coordination of various interagency Task Teams and Joint Working Group activities; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Researches, analyzes and presents information gathered from diverse sources on Youth2030 priority and foundational areas.
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies
•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions, including the development of accountability tools (UN Entities Scorecard).
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Undertakes capacity building and outreach activities with UN Entities/Country Teams; conducts briefings/trainings online/ onsite to support planning, implementation and reporting on Youth2030
•Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Supports activities related to Youth2030 budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Education

An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, economics or a related field is required. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration, youth development/empowerment or related area is required.
Experience in designing, planning and implementing youth programmes at country level in UN is required.
Current knowledge of sustainable development, global youth policy outlook and trends is required.
Experience in inter-agency coordination on youth issues is desirable.
Experience in Youth related evidence generation and research desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview

Special Notice

This position is temporarily available immediately for six (6) months with the possibility for extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
