We are looking for a highly motivated Programme Manager to join our Climate & Energy team and help reinforce our engagement in the development of policy and standards to move to a decarbonised and clean heating sector.

ECOS is an international NGO with a network of members and experts advocating for environmentally friendly technical standards, policies and laws. We ensure the environmental voice is heard when they are developed and drive change by providing expertise to policymakers and industry players, leading to the implementation of strong environmental principles. ECOS is headquartered in Brussels and has an exceptional team of 24 staff supported by a network of over 50 technical experts and more than 50- member organisations.

Description of role:

As part of the ECOS Climate & Energy team, you will be leading on the role of heating decarbonisation in the clean energy transition. This will require leading ECOS advocacy strategy in product policy (Ecodesign and Energy Labelling) as well as ensuring other relevant policies are coherent with climate objectives. The role also entails the coordination of a campaign to phase-out fossil fuel operated heating appliances, in close coordination with other members of the team.

Your main tasks will be to:

  • Promote environmental interests in the proposal, development and revision of international and European policies and technical standards mainly in the field of heating appliances and heating systems, in cooperation with ECOS nominated experts and member organisations;
  • Manage ECOS participation in several EU funded projects and seek opportunities at international level;
  • Select, manage, and oversee technical experts to assist our work;
  • Represent ECOS in relevant meetings, such as meetings of standardisation organisations or European institutions and workshops, conferences and other fora;
  • Engage and collaborate with our members, other NGOs and stakeholders;
  • Develop regular updates, briefings, positions and publications for our target audiences;
  • Prepare funding applications and ensure proper reporting to funders.

Skills and experience required:

  • University degree in environmental sciences, engineering, or relevant discipline. Alternatively, a degree in social sciences with qualifying professional qualifications;
  • Minimum 3 years of relevant professional experience;
  • Good understanding of EU policy making processes, experience with energy policy and ecodesign principles is a strong asset;
  • Familiarity with European Union funded projects (notably Horizon Europe) is a plus;
  • Interest in technical work and/or standardisation processes;
  • Commitment to the values, vision and mission of environmental NGOs;
  • Strong analytical skills & ability to translate technical information into digestible information;
  • Interest in mobilising stakeholders through developing environmental campaigns;
  • Excellent time and project management skills;
  • Ability to work effectively both independently and as part of a team;
  • Excellent writing, communication, networking and negotiation skills;
  • Fluent English, other languages an asset.
