The European Cyclists’ Federation (ECF) is looking for a motivated, experienced Policy and Development Director to join its Brussels-based team. The position is offered initially as a one-year fixed term contract with good prospects to extend.

This newly created, senior level position reports to our CEO and will oversee our Advocacy and Projects Group. The role holder will act as the CEO’s right hand in shaping the direction and development of policy initiatives related to ECF’s strategic aims, and will play a key role in further developing and implementing ECF’s growth and fundraising strategies.

About ECF

  • ECF was founded in 1983. It is the European umbrella federation of civil society organisations advocating and working for more and better cycling for all in Europe. ECF’s members are member-based cyclists’ organisations from all over Europe, comprising around 70 members in over 40 countries.
  • We represent the cycling user perspective in promoting cycling as a sustainable and healthy means of transport and leisure.
  • Our views are actively sought by EU institutions. We also influence national authorities and public opinion through our member organisations. We harness the power and influence of the European cycling movements to create a powerful civil society voice for cycling in Europe.

ECF’s approach and activities

  • International evidence-based advocacy, promotion, research, coalitions and innovative projects to enable more and better cycling
  • Supporting and strengthening national, regional and local advocacy through our member organisations, partners and networks
  • Developing and managing the pan-European EuroVelo cycle route network
  • Building international support and resources for cycling, including education and training
  • Organising, attending and promoting events such as our annual flagship ECF Velo-city summit, the premier international planning conference on cycling, and the biannual EuroVelo and Cycling Tourism conference, the premier event of its kind in Europe

Main responsibilities of the role

  • Support the preparation and/or implementation of the advocacy, growth and fundraising strategies
  • Further develop ECF’s evidence-based approach to policy and advocacy work and ensure the provision of robust and timely reports and analyses
  • Develop and apply additional metrics and methods for assessing and reporting on the impact of our policy and advocacy work
  • Line manage and provide leadership and guidance to the stream leaders for Advocacy, Projects, and Data Collection & Intellectual Property
  • Foster close collaboration amongst teams on policy initiatives and projects that support our advocacy goals
  • Deputise for the CEO as required
  • Develop, maintain and manage effective relationships with ECF’s stakeholders, and increase engagement with them
  • Proactively develop and implement new business development and fundraising initiatives
  • Represent the organisation externally

Ideal candidate profile

Academic background

Essential: Bachelor’s degree in a relevant field

Desirable: Master’s degree in a relevant field

Professional background

Essential:

  • At least 5-8 years’ experience in advocacy, public affairs, and/or business development and fundraising in an NGO

Desirable:

  • Experience with sustainable mobility and/or environmental campaigning and advocacy

Core competencies, skills and attributes

  • Excellent knowledge of EU institutions and EU policymaking environment
  • Proven track record in successful business development/fundraising
  • Ability to draft and manage complex funding proposals and to oversee associated reporting requirements
  • Experience in managing people for performance
  • Excellent writing, verbal communication and presentation skills in English
  • Highly capable and effective networker
  • Ability to build effective, long-term professional relationships
  • Dynamic, proactive, and outcome oriented personality
  • Collaborative and collegiate approach, ability to work well in diverse teams
  • Proficient user of Microsoft Office Package, videoconferencing and webinar platforms
  • Flexible in terms of travel and working hours including occasional weekend and evening work
  • Affinity for active, sustainable mobility

Languages

Essential: Excellent written and spoken English

Desirable: Additional EU languages will be considered as an asset

Location
The position is based in Brussels. Candidates must have the legal right to work in Belgium.

Offer

This position is offered initially as a one-year fixed term contract, with good prospects to extend.

ECF offers an employment package in line with similar non-governmental organisations based in Brussels.
