The CCNR is seeking to recruit for its Secretariat located in Strasbourg, and made up of an international team of 35 persons, a Project Manager responsible to support work linked to the areas of market, fleet and inland navigation infrastructure on the Rhine and in Europe, and more specifically in the framework of a European project entitled PLATINA III which receives help from the EU Horizon2020 programme.

Principal tasks

Situated in the Rhineland in a European and international environment, the Project Manager will support the organisation, notably in the follow-up work linked to the market, fleet and infrastructure.

Under the supervision of the administrator responsible for this area, the Project Manager will:

  • Draft, contribute to and coordinate analyses and thematic studies;
  • Organise, report on and summarise meetings with experts in the sector, Member States and the Secretariat;
  • Collect and process data (quantitative and qualitative);
  • Support the organisation in one-off events which aim to collect information from experts on a given thematic topic.

He/she will take action in the following three areas of activity and more specifically in the themes outlined below:

a) In the area of analysis and thematic studies with regard to the market:

  • Evaluation of needs with regard to new technological innovations, logistics and marketing/communication in favour of modal transfer and decarbonisation, including the identification of segments of promising markets;
  • Evaluation of economic and financial obstacles to the modal shift and integration of inland navigation in logistic chains;
  • Evaluation of public policy options in the framework of the European Green Deal of the EU to encourage transport via inland navigation.

b) In the area of analyses and thematic studies with regard to the fleet:

  • Evaluation of naval technological measures in order to address the effects of climate change;
  • Evaluation of regulatory needs at the European level to encourage energy transition and on-board systems so as to allow inland navigation automation;
  • Elaboration of a roadmap for a reliable European data base for data on vessels;
  • Elaboration of an implementation plan to finance energy transition of the European fleet of inland navigation, taking into account studies realised by the CCNR and its Member States;
  • Evaluation of the prospect of putting into place a European label/energy index for emissions from vessels.

c) In the area of analysis and thematic studies with regard to infrastructure:

  • Measures to tackle the effects of climate change in the area of harbour infrastructure and waterways, in particular in the Rhine corridor and in cooperation with the competent bodies of the CCNR;
  • Implications and perspectives for infrastructures of new clean fuels/energies along the inland waterways and in ports, paying special attention to the Rhine;
  • Identification of needs, added value and barriers to an increased digitilisation of infrastructure (“smart infrastructure”);
  • Gathering of information on obstacles to investment in infrastructures from the point of view of public administration as well as regards needs and possibilities of financing, and the challenge represented by setting-up infrastructures in sensitive ecosystems.

In the above-mentioned areas, in particular energy transition, the Project Manager could be required to:

  • Analyse and follow European policies on inland navigation transport;
  • Follow and, where appropriate, participate in preparatory work directly linked to these activities and ensure they are consistent with the current regulatory activity;
  • Follow and, where appropriate, participate in events/expert groups directly linked to these activities;
  • Monitor technical and economic aspects;
  • Participate in internal meetings and working groups as well as in events linked to the above-mentioned areas or in connection with the European PLATINA III project.

Candidate profile

Training and competencies:

  • Master’s degree (MSc) in transport, logistics or naval engineering, or equivalent;
  • Interest in the theme of energy transition and European policies;
  • A first experience in an applied research laboratory, a consultancy practice or public enterprise, is desirable;
  • Excellent command of English (written and oral) and proactive communication with relevant staff members of the CCNR Secretariat;
  • Scientific and technical knowledge. Knowledge of socio-economic analysis techniques;
  • Coordination and follow-up of projects in a multicultural environment;
  • Knowledge of Pack Office, in particular Excel;
  • Knowledge of international organisations and European projects;
  • Excellent drafting ability in English. Ability to express him/herself in a clear and precise manner;
  • Priority management (potentially conflictual);
  • Skilled in decision-making processes/decision-making tools;
  • Collection and compilation of data;
  • Ability to work autonomously as well as in a collaborative mode, and transversely;
  • Ability to communicate proactively with other members of the CCNR Secretariat whenever necessary;
  • Capacity for analysis and synthesis (interdisciplinary);
  • Ability to formulate proposals;
  • High standards and rigour in terms of quality of work and services rendered, team spirit, motivation;
  • Diplomacy;
  • Neutrality and loyalty towards the organisation.

Conditions and aptitudes:

National of a CCNR Member State (Germany, Belgium, France, the Netherlands and Switzerland).

The Secretariat of the Central Commission is reputed for its competences and technical expertise, its flexibility and ability to take into account developments (notably technological) in order to promote them, as well as for its high-quality work and service culture. The expectations of the Project Manager are therefore high.

What the CCNR offers

A fixed-term contract of 18 months. The position is based in Strasbourg at the Palais du Rhin. Occasional travel to Member States, or elsewhere in Europe, is foreseen.

The Project Manager shall carry out his/her duties under the responsibility of the Chief Engineer and under the supervision of the Administrators in charge of the relevant areas of activity, while at the same time leaving room for manoeuvre for his/her own initiatives.

Monthly salary (after tax) shall depend on the level of experience and will be negotiated with the organisation.
