Salary: Maximum: €62,776/ Minimum: €49,845

Role Summary:

The CCPC is seeking to recruit a Senior Policy Analyst to work in the Policy and International Division. This role and the Division’s work is firmly rooted in the CCPC’s statutory function to conduct research and advise policy-makers in relation to consumer protection and competition matters. The Division delivers against the CCPC’s Strategic Goal 3: ‘We will work to influence public debate and policy development, promoting competition and highlighting the interests of consumers’. This is an opportunity for a motivated professional with policy and research experience, to join a growing multi-disciplinary team.

As a Senior Policy Analyst, you will report to the Head of Policy and work closely with all of the Policy Unit and other CCPC colleagues. You will be responsible for delivering specific areas of the Divisional work plan which covers policy development, interaction with policy makers, market studies and market research.

Key Responsibilities

  • Proactively monitoring the external environment to identify opportunities for the CCPC to influence policy development and respond to issues of concern
  • Researching and developing evidence based CCPC position papers on competition and consumer protection issues
  • Researching and developing evidenced based CCPC positions in response to public consultations and Matters for Consideration by Government
  • Supporting the development and implementation of Market Studies - examples available at www.ccpc.ie/business/research/market_studies
  • Considering and responding to consumer and business complaints
  • Inputting into engagement with key external stakeholders such as sectoral regulators, Government Departments and public representatives
  • Undertaking operational duties to support the Division as appropriate to include budgets, supplier performance management and ongoing reporting
  • Participating in cross-divisional projects, as appropriate

Technical and Professional Requirements

Essential

  • Minimum three years’ experience of public policy appraisal
  • Third level qualification in economics, law, social science or other relevant discipline
  • Proven ability to manage a range of diverse assignments concurrently and meet fixed reporting deadlines
  • Proven ability to research, collate, analyse and present information from a range of sources in a clear, balanced and concise manner
  • Proven ability to successfully engage with internal and external stakeholders
  • Strong team-working skills and experience of working with colleagues to deliver project objectives
  • Track record of being a self-starter with a strong results orientation and ability to meet demanding deadlines

Desirable

  • Familiarity with the Irish public sector, EU institutions, and the legislative process
  • Knowledge of consumer and/or competition related legislative environment, issues and challenges
  • Knowledge of digital markets and their impact on consumer and/or competition issues
  • Ability to plan and manage projects that require primary and secondary research and analysis and working with external suppliers
  • Proven people management experience in supporting a team to deliver diverse responsibilities.
