The Finance Officer and the Procurement Officer will work in either the Finance Sector or Procurement Sector, within the Finance and Procurement Unit. In the interest of the service, candidates may also be invited to join EASO to work at any of the other EASO office locations (Rome, Athens, Cyprus).

Candidates are required to make a choice between one of the two profiles (Finance Officer or Procurement Officer), for which the tasks are the following:

  1. Finance Officer
  2. Ensuring legality, regularity and sound financial management of all financial and contract management related matters;
  3. Perform financial verification ensuring legality and regularity of financial transactions;
  4. Provide timely and accurate financial advice, reporting and training to clients and management;
  5. Support in enhancing quality and efficiency of the Finance Sector by drafting, simplifying or updating existing processes and procedures as well as financial/mission manuals, internal rules, guidelines and Standard Operating Procedures;
  6. Under the supervision of the Head of Sector, coordination of the financial verification function or of the mission/business travelling function;
  7. Provide support for budgetary and financial exercises such as carry overs, financial year-ends or the opening of new budgets for the financial year. The Finance Officer may be required to provide support in the planning of (multi)annual budget(s);
  8. Supporting internal and external audits, as well as internal control related exercises;
  9. Perform any other tasks as required by the Head of Finance Sector or assigned supervisor (in case of candidates invited to join EASO’s offices outside Malta).
  10. Procurement Officer
  11. Ensuring legality, regularity and sound financial management of all procurement and contract management related matters;
  12. Contributing to development, streamlining and implementation of EASO's procurement plan, policies, processes and procedures while ensuring that all relevant rules, guidelines and internal control standards are adhered to;
  13. Preparation of procurement documents and reports in cooperation with the operational units and ensuring ex-ante and ex-post publication obligations are complied with;
  14. Processing of all types of procurement and contract management related matters in the whole procurement and contract management cycle including initiation and verification;
  15. Provision of trainings, first level analysis, opinions and solutions to EASO staff and management on procurement and contract related matters, and sharing and disseminating best practices in the field of procurement and contract management across EASO;
  16. Under the supervision of the Head of Sector, coordination of various procurement functions;
  17. Supporting internal and external audits, as well as internal control related exercises;
  18. Perform any other tasks as required by the Head of Procurement Sector or assigned supervisor (in case of candidates invited to join EASO’s offices outside Malta).

  20. Eligibility criteria

Candidates will be considered eligible for selection on the basis of the following formal criteria to be fulfilled by the deadline for applications:

  1. Have a level of education which corresponds to completed university studies of at least 3 years attested by a diploma[2] and, after having obtained the university diploma, at least 3 years of appropriate professional experience;
  2. Be nationals of one of the Member States of the European Union, Liechtenstein, Norway and Switzerland;
  3. Be entitled to their full rights as citizens;
  4. Have fulfilled any obligations imposed on them by the laws on military service;
  5. Possess a thorough knowledge (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL) of one of the official EU languages and a satisfactory knowledge (level B2 in all dimensions as per the CEFRL) of another of these languages to the extent necessary for the performance of the duties pertaining to the post[3];
  6. Meet the character requirements for the duties involved[4];
  7. Be physically fit to perform the duties linked to the post[5].
  8. Selection criteria

If the eligibility criteria set out in section A) Eligibility criteria are met, the candidates’ applications will be evaluated on the basis of the following selection criteria. The most suitable candidates will be invited to an interview.

B.1) Finance Officer

Essential

  1. Proven professional experience in the areas detailed under paragraphs 2.A.1, 2.A.2, 2.A.4 and 2.A.6;
  2. Proven experience in drafting and presenting financial manuals, guidance notes or similar;
  3. Proven knowledge of regulated public procurement and contract management;

Advantageous

  1. Proven experience in financial management of public funds (mainly payments, commitments, recoveries…) in private/public, national/international bodies, and preferably in EU organisations;
  2. Have a minimum of 1 year of proven professional experience in ex-ante or ex-post financial verification of payments and other financial transactions, for instance as Financial Initiating or Verifying Agent;
  3. Proven experience in organising tasks and processes which involve wide interaction with clients and peers;
  4. First and/or post-graduate degree in Finance, Law, Business Administration, Economics or Public Administration, or equivalent.

B.2) Procurement Officer

Essential

  1. Proven professional experience in the procurement function and/or legal function related to procurement;
  2. Proven experience in coordinating and drafting technical specifications in open call for tenders;
  3. Proven professional experience in drafting and dealing with complex and/or high value contracts.

Advantageous

  1. Proven experience in international public organisations, preferably within the EU;
  2. Proven experience in verification (2nd level check) of procurement files;
  3. Proven experience in organising tasks and processes which involve wide interaction with clients and peers;
  4. First and/or post-graduate degree in Law, Finance, Business Administration, Economics or Public Administration, or equivalent.
