Programme Manager for Health Europe & Africa

We are looking for a full-time Programme Manager (PM) to work on health policy and programming related to both Africa and Europe. The Programme Manager will play a key role for the set-up of the first Africa-Europe Task Force on Health and Friends of Europe’s overall programming on Health.

The Covid-19 pandemic has proved that health is truly a global issue. Health is top of the agenda for both African and EU institutions, also through the reinforced AU Africa Health Strategy for 2030 and the EU programming for its new multi-annual financial framework. There is much to share on health among stakeholders of the neighbouring continents, in the way that the experience of controlling Ebola outbreaks in West Africa has informed European efforts at contact tracing for Covid-19.

Collateral effects on mental health and shortages of trained healthcare workers, protective equipment and medicines have been experienced by both continents, with the medical brain drain reinforcing the need for better mobility schemes between continents. Health represents both a strategic programming pillar for Friends of Europe and a central pillar of a major new Africa-EU project led by Friends of Europe and mandated to establish Strategic Task Forces in priority domains of partnership: Agriculture, Health, Digital, Energy, Transport and Connectivity, with the climate change-development nexus representing an underpinning theme.

WHAT WILL YOU BE DOING?

Overall responsibility

The Programme Manager will have central responsibilities for the effective initiation, planning, design, execution and monitoring of the first Africa Europe Task Force Health and contribute to the overall programming on Health at European level.

Key responsibilities

The key responsibilities of the Programme Manager will be affiliated to Friends of Europe’s directorate for Africa (50%) and directorate responsible for Health (50%) and are outlined as follows:

  • Keeping abreast of policy developments in the domain of health in Europe and Africa and identify opportunities to add value, innovate, and build opportunities to enhance Friends of Europe’s reputation.
  • Developing, defining, coordinating, prioritizing and delivering multiple programmes – including events, policy briefings and analyses related to the Africa Europe alliance task force and the European Health agenda with the support of the Senior Fellow and Task Force Leader for Health.
  • Supporting the outreach dimension of the overall Africa Europe Alliance project with a focus on community-building with diverse stakeholders connected to the health sector in Africa and Europe.
  • Ensuring effective monitoring and gathering of contents and data which can capture and communicate impact.
  • Managing the development of the permanent membership of the Africa -Europe Task Force and ensures a regular liaison with key members and health stakeholders in both Europe and Africa.
  • Championing these programmes by involving and maintaining effective communication with peers, stakeholders and the wider business to ensure engagement, support and delivery of programme outcomes.
  • Gaining a good understanding of any given topic/issue related to the current European commission work programme and its strategic plans as well as to its ecosystem of stakeholders.
  • Ensuring appropriate governance, controls and correct procedures to manage all programme-level risks.
  • Championing the work of the Health Task Force by engaging in professional forums and networks in this domain at an Africa and Europe level and with multilateral institutions.
  • Promoting the impact and value of your work by defining a set of key messages/lessons learnt to share widely and to promote the work of Friends of Europe.
  • Performing any responsibilities and tasks commensurate with this position as required by the organization.
  • Supporting the outreach and engagement dimension of all health-related projects and supporting overall partnership development.

WHAT COMPETENCIES, SKILLS and EXPERIENCE DO YOU NEED TO HAVE?

Education, experience & knowledge 

  • Relevant university degree in relation to international, European and Africa studies with added value considered for knowledge and expertise in health issues.
  • A minimum of three years’ experience in policy analysis, including in project management, ideally in complex projects with a multitude of stakeholders.
  • A good understanding of the political environment in Europe today and of EU institutions.
  • An interest in working for a think-tank and commitment to the work of the non-profit and civil society sector.
  • Research experience combined with good analytical skills.

Travel requirement 

  • The position requires some travel to Africa also related to the organisation of Task Force meetings if health conditions allow.

WHO CAN APPLY? 

This position is only open to nationals of EU/EEA member states or Switzerland, and to non-EU nationals in possession of a valid work permit. 

Candidates must be legally and permanently allowed to work in Belgium (no assistance provided to obtain a visa or work permit).
