On behalf of the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ jointly with British Council, Expertise France and SNV will develop and conduct a Technical Assistance Facility for African, Caribbean and Pacific countries on business environment and investment climate reform (TAF).
We are currently looking for a Junior Advisor (m/f/d) for the Project Management Unit (PMU) of the TAF in Brussels starting from 01.01.2020 (or as soon as possible). GIZ offers a Belgian employment contract under the PC200, a monthly MOBIB ticket for Brussels, lunch vouchers and a complimentary hospitalization insurance. This is a full-time position. It will be remunerated according to the level of experience. The successful candidate will be contracted on a two-year basis with the possibility of renewal. A valid work permit for Belgium is required.

Responsibilities
The Junior Advisor supports the Project Management Unit (PMU) and in particular, the PMU Project Manager and is responsible for coordinating project activities, carrying out specific research tasks, assisting the knowledge management and communication, supporting monitoring and evaluation as well as progress reporting.
Tasks
Coordination and research
The junior advisor
- assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
- conducts research on other related projects esp. in partner countries and supports creation of synergies
- supports compilation of instruments/approaches on relevant topics, particularly related to public private dialogue, investment climate and promotion, value chains
Results Oriented Monitoring
The junior advisor
- supports the Project Manager in developing and setting up a results oriented monitoring system in accordance with EC and BMZ requirements
- supports project monitoring, collects inputs from different implementing organizations and updates information and documentation on project progress
- supports reporting to donors (particularly towards EC DEVCO)
Knowledge Management and Communication
The junior advisor
- assists the implementation of the communication and visibility work of the Technical Assistance Facility, including the online presence of the project (website, social media, etc)
- supports documentation of success stories and lessons learned for selected interventions
- organises and updates project/programme documentation, the filing systems and the project/programme library in coordination with Knowledge Management Officer
General obligations
The junior advisor
- is familiar with GIZ planning, implementation and reporting procedures and their changes
- represents the interest of the Technical Assistance Facility and always acts on its behalf
- carries out important tasks for the project/programme, even if these are not explicitly cited in the job description
Requirements
Work permit for Belgium, as the location of the work will be Brussels.
Qualifications
- Master degree in economics, social sciences or any other field relevant to the position or Bachelor degree in mentioned fields and additional work experience of at least 2 years
Professional experience
- 1-2 years´ experience in development cooperation
- preferably prior experience in a developing country, especially African Caribbean Pacific countries
Other knowledge, additional competences
- basic knowledge of sustainable economic development, particularly private sector development and business environment reform as well as Monitoring and Evaluation
- good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, MS Teams, Skype, Access, or other database programme, software for web development)
- familiarity with and affinity to online community management, social media usage/marketing; experience with web content management would be an advantage
- fluent in English; French or Spanish would be a particular asset; German is an advantage
- willingness to travel, incl. to partner countries (mainly African Caribbean Pacific)
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
